Chandigarh: Haryana Police is set to undergo its largest-ever infrastructure and technology upgrade with an investment of nearly ₹980 crore, aimed at transforming the force into a modern, technology-driven and people-centric organisation. Director General of Police (DGP) Ajay Singhal announced that the ambitious modernisation programme will strengthen policing infrastructure, enhance cyber and forensic capabilities, improve personnel welfare and introduce artificial intelligence into law enforcement. ₹980-Crore Modernisation Drive Announced Addressing a press conference at the Police Headquarters in Panchkula on Tuesday, Haryana DGP Ajay Singhal, an IPS officer of 1992 batch, said the state government has launched its biggest-ever investment in police infrastructure and modernisation. He said approximately ₹750 crore has been earmarked over the next two years for police modernisation. Along with ongoing infrastructure projects and other sanctioned schemes, the total investment in the force is expected to reach around ₹980 crore. The modernisation initiative is being implemented under the leadership of Chief Minister Nayab Singh Saini with the objective of creating a professional, technology-enabled and citizen-centric police force capable of addressing emerging security challenges. These include: Construction of new police lines Police housing projects Community centres Administrative buildings Other essential police infrastructure Calling it the largest infrastructure development programme in Haryana Police's history, the DGP said the roadmap has been aligned with the state's Vision-2030 and Vision-2047 development goals and is being regularly reviewed by the Chief Minister. Centre Sanctions Additional ₹120 Crore Besides the state's allocation, the Union Ministry of Home Affairs has sanctioned nearly ₹120 crore to strengthen critical policing infrastructure. The central assistance will be utilised for: Upgrading forensic science laboratories Modernising cybercrime laboratories Improving communication systems Procuring advanced policing equipment The additional funding is expected to significantly improve scientific investigation and technological capabilities across the police force. Women Safety Projects to Receive Nirbhaya Fund Support The Haryana government also expects to receive an additional ₹100–200 crore under the Nirbhaya Fund. The proposed projects include: Pink PCR vehicles Dedicated digital platforms for working women Technology-driven women safety initiatives Other gender-focused policing measures According to the DGP, these initiatives aim to further strengthen women's safety across the state. AI and Smart Policing to Shape Future Law Enforcement Highlighting future priorities, DGP Singhal said Haryana Police is making substantial investments in Artificial Intelligence (AI) and cyber policing. A dedicated Artificial Intelligence Cell is being established to support: Crime prevention Scientific investigation Predictive policing Data-driven decision-making Intelligence-based policing He said AI will play a significant role in improving operational efficiency and enabling proactive policing. SMART Policing Framework Being Implemented The DGP said Haryana Police is implementing Prime Minister Narendra Modi's vision of SMART Policing, which stands for: Strict but Sensitive Modern and Mobile Alert and Accountable Reliable and Responsive Techno-savvy and Trained According to Singhal, SMART policing is not merely a slogan but a comprehensive policing framework focused on: Better training Professional conduct Technology-enabled policing Scientific investigation Improved public service delivery Continuous capacity building Cybercrime Remains a Top Priority The DGP said cyber policing has emerged as one of Haryana Police's highest priorities. He revealed that: The state receives nearly 5,000 cyber fraud complaints every year involving transactions exceeding ₹1 lakh. Haryana Police has already implemented the e-Zero FIR system. So far, 28 e-Zero FIRs have been registered. The department is also developing advanced cyber investigation capabilities to combat increasingly sophisticated online financial crimes. ATS Being Strengthened Against Emerging Threats Singhal said Haryana's Anti-Terrorist Squad (ATS) is being upgraded in accordance with guidelines issued by the Union Ministry of Home Affairs. The strengthened ATS will focus on: Terrorism prevention Rapid operational response Professional investigation Combating organised crime Technology-enabled intelligence gathering He noted that organised crime is evolving rapidly through international extortion networks and technology-driven criminal activities, requiring specialised policing capabilities. Strong Operational Performance Highlighting recent achievements, the DGP said Haryana Police has delivered several notable operational successes during the past six months. These include: Solving multiple serious criminal cases within 24 hours Bringing back 22 wanted criminals from abroad Initiating extradition proceedings against 6–7 additional fugitives He said these achievements demonstrate the growing operational effectiveness of the force. Technology and Innovation Driving Reforms Apart from infrastructure development, Haryana Police is also implementing several technology-based initiatives. These include: ATM monitoring system Comprehensive Annual Narcotics Control Plan Recruitment reforms Advanced technological support for ATS Expansion of digital policing platforms According to the DGP, many Haryana Police initiatives have already emerged as national best practices and are being replicated by other states. Police Welfare Remains a Core Focus DGP Singhal said the welfare of police personnel has remained one of his foremost priorities since assuming office nearly six months ago. Several welfare measures have been introduced, including: Shagun Scheme Hostel facilities Mental health programmes Stress management initiatives Improved working conditions Enhanced healthcare support He said the objective is to improve the quality of life of police personnel and their families while ensuring dignity and better working conditions for the force. Vision for Future Policing Summing up the modernisation programme, Singhal said the objective is to build a policing ecosystem that is: Technology-enabled Transparent Responsive Professionally trained Future-ready He said the investment in infrastructure, artificial intelligence, cyber policing, forensic capabilities and personnel welfare will prepare Haryana Police to effectively tackle emerging security challenges while delivering better public services.
