Lateral entry in higher posts, has been a very controversial issue, especially after the Central government recently withdrew the recruitment process for 45 posts of Directors, Deputy Secretaries and Joint Secretaries. So, do we need lateral entry, if yes then under what circumstances and for what kind of jobs? Former UPSC Chairman Deepak Gupta, a the 1974-batch IAS officer of Jharkhand cadre, in an all-encompassing interview discusses the issue threadbare.

Before delving any further lets make it amply clear that this interview was conducted sometime before the government cancelled the recruitment to 45 posts through lateral entry. But, Mr Gupta’s views are as relevant now as they were before the government’s decision.

Mr Gupta is author of The Steel Frame, A History of The IAS, an encyclopaedia on the IAS. He held the post of UPSC Chairman from 2014 and 2016 and still continues to conduct interviews for many positions being conducted by the UPSC.

In this interview he has delved upon many controversial issues like whether candidates once selected through UPSC CSE be allowed to appear in UPSC again to improve their rank – year after year? What are the basic tenets of training at LBSNAA? Is their sense of entitlement among the Officer Trainees? Who instils such thoughts in them? How can such a tendency be checked?

Can corruption in bureaucracy be checked through training? Why common Foundation Course for all services? Is Horse riding a part of training programme relevant now?
