Telangana’s administrative landscape witnessed a significant transition as K. Ramakrishna Rao, a distinguished member of the 1991 batch of the Indian Administrative Service, assumed the mantle of Chief Secretary. Succeeding A. Santhi Kumari, who retired after a dedicated tenure culminating on April 30th, Rao’s appointment marks the culmination of a career marked by deep financial understanding and astute administrative acumen.
His decade-long stewardship of the state’s finances as Special Chief Secretary of the Finance Department, during which he presented an impressive 14 budgets, including two vote-on-account budgets, has uniquely positioned him for this top role. In a demonstration of his expertise, he will also continue to oversee the state’s financial affairs, holding full additional charge of his former portfolio.
Rao’s intellectual foundation is rooted in technical excellence, holding engineering degrees from the esteemed IITs at Kanpur and Delhi. This was further enhanced by a Master’s in Business Administration with a specialisation in Investments, providing him with a multifaceted perspective on governance and resource management. This blend of technical and financial expertise has been a hallmark of his approach throughout his career.
GROUND-LEVEL AND SECTORAL EXPERIENCE
His initial forays into public service saw him serve as the Collector of Adilabad and Guntur districts in the then-united Andhra Pradesh, providing him with crucial insights into ground-level administration and the needs of diverse populations. His career trajectory further broadened when he was entrusted with the responsibility of Director of School Education, demonstrating his capacity to lead and manage critical social sectors.
A defining period in Rao’s career arrived with the enactment of the Andhra Pradesh Reorganisation Act. He became a central figure in navigating the intricate issues surrounding the formation of Telangana. His articulate defence of Telangana’s interests before the Ministry of Home Affairs and on platforms like the The Southern Zonal Council established him as a key voice for the newly formed state. The previous Bharat Rashtra Samithi (BRS) government placed considerable trust in his ability to navigate these complex negotiations.
Beyond his direct administrative duties, Rao has been a proponent of modernising governance practices. His tenure as the Director General of the Centre for Good Governance (CGG) saw him champion numerous IT-driven reform programmes across various states, highlighting his forward-thinking approach to public service delivery. His understanding of technology as a tool for efficiency and transparency is a valuable asset as he steps into the role of Chief Secretary.
His deep and sustained engagement with Telangana’s finances, commencing in 2016, provides him with an unparalleled grasp of the state’s economic dynamics. He has been instrumental in the crucial task of resource mobilisation for various government initiatives, demonstrating his ability to navigate the fiscal landscapes under both the previous and the current administrations. The introduction of the Integrated Financial Management & Information System (IFMIS) stands as a tangible achievement in his pursuit of enhanced financial oversight and accountability.
LOOKING AHEAD: VISION FOR GOVERNANCE
“My priority, as has been the job the last decade, will be keeping the finances right,” Rao told media upon assuming his new responsibilities. Articulating his broader vision for his tenure as Chief Secretary, he added, “However, as the CS, now my special focus will be on maximising the output from our vast human resources in the government sector. I want to create an efficient coordination, a seamless network between the many departments and agencies.”
Rao’s career also includes a significant stint at the national level, where he served as Joint Secretary in the Ministry of Information and Broadcasting. This central deputation, interspersed with a six-year sabbatical working with multilateral agencies, broadened his understanding of governance beyond the state level and exposed him to international best practices.
As he assumes the responsibilities of Chief Secretary, K. Ramakrishna Rao brings a wealth of diverse experience to the forefront. His journey, encompassing district administration, educational leadership, intricate state reorganisation, national-level service, deep financial expertise, and a clear vision for inter-departmental coordination, positions him as a well-rounded and capable leader for Telangana’s bureaucracy.
While his retirement is scheduled for August, his immediate focus will undoubtedly be on ensuring a seamless transition and applying his extensive knowledge to the state’s administrative priorities, with a keen emphasis on both fiscal prudence and optimising governmental efficiency.
