What would most people do with a ₹20 lakh reward? Buy a house? Invest? Save for the future? For Swapneel Paul, the 2018-batch IAS officer serving as District Commissioner of Tinsukia, the answer was different. He chose to transform his award money from the Prime Minister’s Award for Excellence in Public Administration 2024 into a state-of-the-art multimodal learning space – a move that is reshaping how citizens of the district read, learn, and collaborate.
FROM RECOGNITION TO PUBLIC GOOD
The project, named “Learn-o-verse”, was inaugurated on August 26 at the District Library, Tinsukia. This innovative initiative is the first of its kind in any district library in Assam. It arrives at a perfect moment – with the Government of Assam declaring 2025 as the “Year of Books”, the timing underscores a bold new chapter in public learning.
“Inspired by my own preparations for the Civil Services Examination, where I realised the importance of a supportive and resource-rich environment for effective learning, I wanted to create something that would empower young people,” said Mr. Paul to Indian Masterminds “Reading enriches a nation. With changing times and technology, innovations in reading must be introduced to attract the younger generation.”

INSIDE LEARN-O-VERSE
The Learn-o-verse has completely transformed the district library’s traditional reading space into a multi-modal, digital learning hub. Among the standout features:
- Modern Reading Zone: A well-designed, air-conditioned space for immersive reading.
- Interactive Learning Panels: Touch-enabled digital boards for visual learning.
- Video Conferencing Facilities: For lectures, discussions, and distance learning.
- Digital Resource Access: E-learning platforms and online materials for students and researchers.
- Teaching & Collaboration Area: A dedicated space for workshops, study circles, and group discussions.
- Free Wi-Fi & Printing Services: Ensuring seamless access to resources for all.
The space is freely accessible to the public and aims to bridge the digital divide in the region, creating opportunities for students, job aspirants, and the general public to upgrade their skills.
A VISION BORN FROM PERSONAL EXPERIENCE
Paul’s decision to invest his ₹20 lakh award incentive into this project stands as a model of people-centric governance. Rather than using the funds for administrative infrastructure or personal use, he opted to create a facility that would have a long-term impact on the community.
Speaking about the library, Mr. Paul said: “I was determined to use the award money for impactful work that benefits the people of Tinsukia. The Learn-o-verse is my way of giving back to a community that has given me so much support.”
NOT HIS FIRST INITIATIVE
The Learn-o-verse is only the latest in a series of public-spirited initiatives led by Swapneel Paul. Previously, he established DC Vista, an educational park near the DC’s office; launched a free de-addiction centre under the Aarohan Project; and implemented Mission Thoughtful, which provides medical services, certification, and free assistive devices to persons with disabilities.
This record of innovation and social impact sets the backdrop for why Tinsukia has emerged as one of the country’s standout districts in public administration.
WHY TINSUKIA GOT THE PRIME MINITER’S AWARD
Tinsukia district was one of only five districts across India selected for the Prime Minister’s Award for Excellence in Public Administration 2024 in the “Holistic Development of Districts” category. This recognition reflects the district’s remarkable all-around progress under Paul’s leadership, especially in implementing 11 key flagship schemes of the Government of India over the past two years.
These schemes include: Har Ghar Jal Yojana, Pradhan Mantri Awas Yojana (Gramin and Urban), Mission Indradhanush, Ayushman Bharat-PM Jan Arogya Yojana (AB PM-JAY), PM SVANidhi, Pradhan Mantri Matru Vandana Yojana, Kisan Credit Card Scheme for farmers, animal husbandry and fisheries, PM Vishwakarma, Saksham Anganwadi and Poshan 2.0, and PM Surya Ghar Muft Bijli Yojana.
The award will be formally presented by the Prime Minister on April 21, 2025, during the Civil Services Day celebrations at Vigyan Bhawan, New Delhi.
