Born on June 10, 1969, in Uttar Pradesh, Sheel grew up in a family that valued education, integrity, and public service. His early years shaped his belief that governance, when guided by empathy and efficiency, can significantly uplift lives. With a flair for problem-solving and analytical thinking, he pursued B.E. in Electrical Engineering from BITS Pilani, known for producing some of India’s finest technocrats.
What distinguishes Sheel is the way he has blended academic excellence with institutional leadership. Recognizing the importance of specialized learning for governance, he later completed an advanced program in Public Administration and Health Service Management at Syracuse University, USA— an investment that became deeply valuablewhen he transitioned into public health and water governance later in his career.
Entering the Steel Frame of India
Sheel joined the Indian Administrative Service on September 4, 1994, beginning his career in the undivided Madhya Pradesh cadre. When Chhattisgarh was carved out in 2000, he chose to move to the newly formed state — a decision that would ultimately define his administrative identity.
In a state grappling with poverty, uneven development, and Naxal–affected belts, district administration demanded a delicate balance of firmness and compassion. Sheel served as District Collector of Raipur and Bilaspur, two high-pressure postings that tested both his resolve and leadership maturity. He worked on improving public infrastructure, strengthening healthcare delivery, and expanding educational access while also emphasizing inclusive policy structures for tribal communities.
Those years in district roles left a permanent footprint: a leader who understood governance not from the vantage of a conference table, but from the ground — amid people and their problems.
Shaping State-Level Policy
As Sheel moved into the state secretariat, he took charge of multiple priority portfolios including finance, planning, and rural development. His signature approach began to emerge clearly — using technology to simplify governance and strengthening institutional mechanisms rather than designing short-lived programs.
Land record digitization, monitoring systems for welfare schemes, and e-governance tools gained momentum during his tenure. The Jal Jeevan Mission: A Watershed Contribution
As Additional Secretary and Mission Director of the Jal Jeevan Mission (JJM) in the Ministry of Jal Shakti, Sheel assumed responsibility for one of independent India’s most ambitious infrastructure programs — providing functional tap water connections to every rural household.
His leadership strengthened community participation, accountability frameworks, and data-based monitoring. Sheel placed strong emphasis on the “5 Rs” of sustainable water management — refuse, reduce, reuse, recycle, and recover. He co-authored research highlighting how safe drinking water directly improves health, nutrition, and educational outcomes, helping push water security to the forefront of national development strategy.
Today, JJM is widely regarded as one of India’s most transformational public programs, and the years under Sheel’s guidance were pivotal.
A Global Platform and a Return Home
In January 2024, Sheel joined the Asian Development Bank (ADB) in Manila as Executive Director, representing multiple member countries including India. There, he worked on development financing strategies and programs in areas like climate resilience, infrastructure, and poverty alleviation. At global forums such as Asian Evaluation Week, he advocated for inclusive growth and measurable, community-level impact — demonstrating the perspective of an administrator who has served both villages and international boards.
Despite a promising international tenure, the call of home arrived. In September 2025, the Chhattisgarh government announced his appointment as Chief Secretary, prompting his recall from ADB to take charge of the highest-ranking administrative position in the state.
