Punya Salila Srivastava, a 1993 batch IAS officer of the AGMUT cadre, has been steadily transforming India’s health and administrative sectors through her leadership and innovative approaches. Her solid academic foundation began with a bachelor’s and master’s degree in physics from St. Stephen’s College, Delhi University, followed by a master’s in public management from the University of Maryland, USA. Her education provided her with a unique blend of scientific and managerial perspectives that have been pivotal in her decision-making across various roles.

A CAREER ROOTED IN PUBLIC SERVICE 

After joining the Indian Administrative Service, Ms. Srivastava held key positions across Delhi, Goa, Daman and Diu, and other union territories. Her tenure included roles such as Deputy Commissioner, Sub-Divisional Magistrate, and Commissioner-cum-Secretary, each of which strengthened her commitment to public service and honed her expertise in governance. 

Her administrative career witnessed a turning point in 2018 when she was appointed to a specialised department in the Ministry of Home Affairs (MHA), dedicated to women’s safety. As Joint Secretary and subsequently Additional Secretary, Ms. Srivastava spearheaded policies that prioritised the protection and empowerment of women across India. Her work included formulating and implementing strategies to curb violence against women, thereby bringing these issues to the forefront of national policy.

HEALTH SECTOR LEADERSHIP 

On October 1, 2024, Ms. Srivastava took on a new responsibility as India’s Health Secretary, a position previously held by Apurva Chandra, IAS. Her appointment marked a crucial transition in India’s health sector, especially given her prior experience in crisis response during the COVID-19 pandemic while she was in the MHA. In that role, she led efforts to manage the public health emergency, coordinating responses between state and central governments and ensuring effective policy implementation.

Under her leadership as Health Secretary, Ms. Srivastava is now focused on addressing India’s pressing healthcare challenges. She is advancing projects that aim to improve access to quality healthcare, especially for underprivileged communities. Her approach emphasises preventive care, enhanced healthcare infrastructure, and the integration of technology in healthcare delivery, setting the stage for a healthier future for millions of Indians.

INTERNATIONAL REPRESENTATION AND STRATEGIC PARTNERSHIPS 

Recently, Ms. Srivastava represented India at the “India Leadership Summit 2024,” organised by the US-India Strategic Partnership Forum. At this summit, she spoke about India’s expanding role in the global pharmaceutical industry, underscoring that India is the world’s third-largest drug producer and the largest supplier of generic medicines. She highlighted that India produces nearly 50% of the world’s vaccines, making it a key player in global health security.

In her address, Ms. Srivastava emphasised the importance of India’s partnerships with other nations, particularly in healthcare advancements. She cited initiatives such as the Indo-U.S. Cancer Moonshot Dialogue, which aims to improve early cancer detection and prevention across the Indo-Pacific region. 

AWARDS AND RECOGNITION 

Throughout her career, Punya Salila Srivastava has been recognised for her dedicated service and impact on public administration. In 2001, she received the President’s Silver Medal for her outstanding contributions to census operations. In 2014, the Lieutenant Governor of the Andaman and Nicobar Islands awarded her a commendation for exemplary service, further testament to her commitment to her duties and responsibilities.
