Among them stands Shaktikanta Das, a distinguished civil servant whose legacy in Indian governance, financial policy, and international diplomacy has left an indelible mark on the nation’s progress.
A LEGACY OF LEADERSHIP ACROSS DECADES
A 1980-batch IAS officer from the Tamil Nadu cadre, Mr Das has had a prolific career spanning over four decades. From district administration in Tamil Nadu to the commanding heights of the Finance Ministry and Reserve Bank of India (RBI), Das has worn many hats with exceptional competence.
His tenure as Union Revenue Secretary (2014–2015) and Economic Affairs Secretary (2015–2017) coincided with the early years of the Modi government. During this critical period, he played a pivotal role in shaping key financial reforms, stabilizing macroeconomic conditions, and ensuring fiscal discipline – elements that have underpinned the government’s economic vision.
FROM TAMIL NADU TO RBI
Mr Das held several key roles within the Tamil Nadu state government, including Commissioner of Commercial Taxes and Principal Secretary of Industries. He later transitioned to the central government, where he served as Joint Secretary in the Ministry of Finance.
He played a pivotal role in implementing landmark reforms such as demonetisation and the Goods and Services Tax (GST), working alongside IAS officer Dr. Hansmukh Adhia. In May 2017, he was appointed Economic Affairs Secretary, overseeing the government’s overall economic policies. During his tenure, he was instrumental in driving critical initiatives, including the Insolvency and Bankruptcy Code (IBC) and the recapitalisation and merger of public sector banks (PSBs).
AT THE HELM OF THE RESERVE BANK OF INDIA
In December 2018, Das was appointed as the 25th Governor of the Reserve Bank of India, a position he held until early 2025. Under his stewardship, India’s central banking system navigated the global COVID-19 pandemic, sustained growth through monetary stimulus, and preserved financial stability during periods of volatility.
His leadership was internationally recognized when he was named ‘Central Banker of the Year, Asia-Pacific 2020’ by The Banker and ‘Governor of the Year 2023’ by Central Banking Journal. He was also rated “A+” for two consecutive years (2023 and 2024) in Global Finance’s Central Banker Report Cards.
FROM THE RBI TO THE PRIME MINISTER’S OFFICE
In February 2025, in recognition of his unparalleled policy acumen and administrative experience, Mr Das was appointed as Principal Secretary-2 to the Prime Minister, joining a select group of top advisors working directly with PM Modi. In this role, he continues to contribute to strategic decision-making at the highest levels of governance.
A GLOBAL REPRESENTATIVE OF NEW INDIA
Beyond domestic achievements, Mr Das also served as India’s Sherpa to the G20, and represented India in major international financial institutions including the IMF, World Bank, BRICS, SAARC, and AIIB. His expertise and diplomacy helped amplify India’s voice on global economic platforms during a time of rapid geopolitical change.
A LIFETIME DEDICATED TO PUBLIC SERVICE
Born in 1957 in Odisha, Mr Das has built an impressive academic and professional foundation. He earned both his bachelor’s and master’s degrees in History from St Stephen’s College, University of Delhi, and holds a postgraduate degree in Public Administration from the University of Birmingham, UK. Further honing his expertise, he received financial management training at IIM Bangalore and Ahmedabad.
Recognized for his intellectual rigor and ethical commitment, Das was honored with an honorary D.Litt. by Utkal University in 2021 for his significant contributions to public administration.
