In this second part of our interview with Mr. Deepak Gupta, former Secretary to the Ministry of New & Renewable Energy, Government of India, and former UPSC Chairman, the 1974-batch retired IAS officer speaks at length about Sardar Vallabhbhai Patel’s role in forming the All India Services in independent India, the constitutional design of the IAS, its roles, and about reforms in the service – all this in the context of his book, The Steel Frame, History of the IAS, and his own experiences in the IAS.
He also talks about challenges in policy making as well as challenges in the district, especially dwelling on the ones likely to be faced by IAS officers when they start their career. He also has special advice for these young officers on how to deal with political interference and remain focussed and motivated, despite the stress.
