New Delhi: In the latest round of central appointments, the Government of India has approved the deputation of two senior civil service officers to director-level positions under the Central Staffing Scheme (CSS). These appointments are part of the Centre’s effort to bring in experienced talent from states and allied services to enhance decision-making at the national level.
Mohammed Y Safirulla Appointed Director in MeitY
The Department of Personnel and Training (DoPT) has appointed Mohammed Y Safirulla K (IAS:2010:KL) as Director in the Ministry of Electronics & Information Technology (MeitY), Delhi, for a five-year tenure.
A 2010-batch IAS officer from the Kerala cadre, Safirulla was serving as Special Secretary–Staff Officer to the Chief Secretary of Kerala prior to this appointment.
- New Role: Director, Ministry of Electronics & IT (MeitY), Delhi
- Tenure: 5 years (on deputation basis under Central Staffing Scheme)
- Previous Role: Special Secretary to Chief Secretary, Kerala
In his new post, Safirulla will be contributing to digital governance, IT policy, and e-governance initiatives, all crucial components of India’s digital transformation agenda.
Nivedita Swain Appointed IFA in SSB
The Centre has also appointed Nivedita Swain (IRAS:2010) as the Integrated Financial Adviser (IFA) in the Sashastra Seema Bal (SSB), Delhi, under the Ministry of Home Affairs.
As per the DoPT order, she will serve at the Director level under the Central Staffing Scheme for a period of five years or until further orders.

- Service: Indian Railway Accounts Service (IRAS), 2010 batch
- Tenure: 5 years (on deputation)
Reporting Ministry: Ministry of Home Affairs
She has been directed to be relieved from her current posting immediately to assume the new position. As IFA, Swain will play a pivotal role in financial oversight, budget planning, and resource allocation for one of India’s key border security forces.
Strategic Relevance of Appointments
Both appointments reflect the central government’s strategy to infuse subject-matter expertise into critical ministries — Electronics & IT and Internal Security — to support India’s ambitions in digital governance and national security.
