Launched by Chief Minister Mr. Bhupendra Patel, the agenda embodies a commitment to a “Samruddh Rajya; Samarth Nagarik” (Prosperous State and Empowered Citizens), emphasizing transformative reforms across sectors.
This comprehensive strategy revolves around the 4I framework – Infrastructure, Innovation, Individuals, and Institutions – positioning Gujarat as a future-ready, citizen-first state.
75 Lakh Jobs, AI in 7,500 Schools, and 75 Skill Institutes
A core highlight of the agenda is the state’s emphasis on education, skill development, and employment generation. By 2035, Gujarat plans to:
- Introduce AI-based learning in 7,500 government schools
- Establish 75 Advanced Skill Institutes
- Create 75 lakh (7.5 million) skilled jobs through entrepreneurship, start-up growth, and green sectors
These reforms aim to prepare the youth for a digital-first economy while reinforcing Gujarat’s reputation as a skills and innovation powerhouse.
Rs. 7.5 Lakh Crore Infrastructure Push Across All Sectors
In a major infrastructure leap, the Government has committed Rs. 7.5 lakh crore over the next decade to overhaul and expand:
- Roads and transport networks
- Irrigation systems
- Water and energy supply
- Ports and logistics corridors
This investment will support Gujarat’s industrial and agricultural ambitions while also ensuring improved last-mile connectivity and citizen services.
Healthcare, Green Energy, and Clean Cities
The 2035 Agenda envisions a comprehensive healthcare ecosystem:
- Expanded medical colleges
- Digital health networks
- Health insurance coverage for all families
In line with environmental goals, Gujarat will:
- Develop 750 green ‘urban lungs’
- Plant 7,500 Miyawaki forests
- Recycle 75% of municipal wastewater
- Roll out 7,500 electric buses
- Generate 75 GW of wind energy
- Ensure 75% of industries operate on green energy
These initiatives align Gujarat with India’s Net Zero 2070 vision and promote sustainable urban and industrial growth.
Driving Innovation and Institutional Excellence
Gujarat aims to be India’s leading innovation hub by 2035, focusing on:
- Boosting start-ups and MSMEs
- Expanding research and technology parks
- Promoting public-private partnerships
Backed by a robust institutional ecosystem involving GRIT, GSIDS, GIDB, iHub, and others, the agenda will ensure evidence-based governance and policy-driven development.
