Bhumi Samvaad VII: Land Governance in North Eastern States – Digitization Solutions for Tomorrow – To Be Held on November 24

On November 24, 2023, Bhumi Samvaad VII will convene in New Delhi, reviewing Digital India Land Records progress and fostering collaborative strategies

The Department of Land Resources, Ministry of Rural Development, is set to host the seventh edition of Bhumi Samvaad, a crucial review meeting focusing on the progress under the Digital India Land Records Modernization Programme (DILRMP) and various other initiatives concerning the North Eastern States and Autonomous Hills District Councils (ADCs). The event will take place at Vigyan Bhawan Annexe in New Delhi and will be chaired by Sh. Ajay Tirkey, Secretary, Department of Land Resources.

The Bhumi Samvaad series serves as a platform for dialogues and deliberations on land administration and governance in the country. The upcoming conference marks the seventh iteration, continuing the tradition of fostering communication among States/UTs, Ministries, Departments, and other stakeholders.

The conference’s primary focus will be the comprehensive review of the DILRMP and other initiatives within the northeastern states and ADCs of the region, with a special emphasis on digitization solutions tailored for these states. The agenda includes presentations on the Action Plan of ADCs, outlining implementation strategies for DILRMP in their respective regions. The Action Plans under discussion will cover year-wise targets, both physical and financial and the progress of all components. Additionally, topics such as the availability and deployment of human resources, capacity building, and timelines for plan completion will be explored.

The conference aims to facilitate the exchange of knowledge and ideas, showcasing innovations, sharing successful case studies, identifying solutions, discussing future strategies, and providing mutual learning opportunities on various pertinent topics in land administration and governance.

Participation in the event will include senior officials from State Revenue/Registration Departments and Inspector Generals of Registration from Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, and Sikkim. Chief Executive Officers of ADCs, Secretaries to Executive Committees, and Executive Secretaries from ADCs will also be in attendance. The conference will further welcome participation from the B.N. Yugandhar Centre for Rural Studies of Lal Bahadur Shastri National Academy of Administration Mussoorie (LBSNAA), Surveyor General of India, Ministry of Development of North Eastern Region, Government of India, and the North East Council, Shillong, Meghalaya.

As the conference unfolds, it is anticipated that the collaborative efforts and insights shared will contribute to the continued success of land governance initiatives in the North Eastern States and Autonomous Hills District Councils, further propelling the Digital India Land Records Modernization Programme towards its objectives.
