A Tamil IAS officer, V. Karthikeyan Pandian,’s journey from one of the most efficient bureaucrats to one of the most powerful politicians in Odisha has been nothing short of awe-inspiring. Famously known as Kartik Pandian, his commitment to public service and his relentless pursuit of transformative change have earned him such an unparalleled reputation that most Odians see him as Chief Minister-in-Waiting. He is not only the eyes and ears of the incumbent Chief Minister, Naveen Patnaik, but many consider him to be the latter’s brain and limbs as well. Having resigned from the service six months ago, he now enjoys a Cabinet-minister rank and is seen as Naveen Patnaik’s most likely successor.

Pandian has become an indispensable presence by the side of Naveen Patnaik, the 76-year-old Chief Minister of Odisha, who is now in his remarkable 23rd year at the helm. Despite Patnaik’s enduring popularity, having secured an unprecedented five consecutive assembly election victories, he maintains a guarded and elusive demeanour, virtually inaccessible within the confines of his residence, ‘Naveen Niwas,’ situated near the Bhubaneswar airport.
As Patnaik’s age advances and his health becomes increasingly fragile, with no apparent heir in sight, Pandian’s stature has grown significantly, solidifying his role as the proverbial ‘Man Friday’ to the second longest-serving Chief Minister in the country. Pandian’s influence extends to controlling access to Patnaik, positioning him as a pivotal figure in the inner circles of power. He is also the only person besides Patnaik who is allowed free and unbridled access to state aircraft and helicopters.
Pandian showcased his political acumen in May 2012 when he adeptly steered the party and bureaucracy in Naveen Patnaik’s favour during his close aide Pyarimohan Mohapatra’s rebellion. The revolt was quelled without much damage. This feat highlighted Pandian’s damage control abilities, prompting Patnaik to repose greater trust in bureaucrats. “After the failed coup, Pandian ensured no other power centre could challenge Patnaik, though it led to his isolation from the party,” claimed a senior BJD leader. As a non-Odia IAS officer, Patnaik likely viewed Pandian as a non-threat, unlike Mohapatra.
But will the people of Odisha accept a Tamilian as Chief Minister or Party Chief? “Having spent almost his entire life in Odisha, he is almost a true-bred Odia. He speaks and writes in Odia, unlike the CM, who has yet to make a public speech in our native language. When people accepted Naveen Babu, who was considered an outsider, why won’t they accept Pandian?” said a senior BJD leader from Bhubaneshwar. But, in the worst-case scenario, people feel that Pandian may ask his wife Sujata, also an Odisha-cadre IAS, to lead the party and the government in his place. She is presently Secretary of Mission Shakti, piloting several women-centric projects.
One of Pandian’s most significant achievements was his role as the Secretary of the Transformational Initiatives (5T) in Odisha, a position he held from 2019 until his recent appointment as the Chairman of 5T (Transformational Initiatives) with the rank of Cabinet Minister in November 2023. The acronym 5T stands for Teamwork, Transparency, Technology, Time, and Transformation. Under his leadership, the state of Odisha witnessed a remarkable transformation, encompassing various sectors such as education, healthcare, and economic development.
Pandian’s vision and its execution were instrumental in the implementation of the Smart Schools initiative, which revolutionised the education system in Odisha by transforming all high schools into state-of-the-art learning facilities. His commitment to empowering the underprivileged was evident in the introduction of a monthly pension scheme for the elderly and an annual scholarship programme for the youth, ensuring that no one was left behind in the state’s pursuit of progress.
Another remarkable achievement under Pandian’s stewardship was the granting of land rights to tribals, a move that not only recognised their historic struggles but also paved the way for their socio-economic empowerment. Additionally, his efforts in transforming Odisha into an attractive investment destination, second only to Maharashtra, have played a pivotal role in boosting the state’s economic growth and generating employment opportunities.
Pandian’s political journey reached new heights when he formally joined the Biju Janata Dal (BJD) in November 2023, in the presence of Chief Minister Patnaik. This transition marked a significant milestone in his career, allowing him to directly contribute to the party’s vision and policies. Patnaik, recognising Pandian’s decades of hard work and the trust he had earned from the people, expressed confidence in his ability to continue working tirelessly for the betterment of the state as a member of the party.
“Mr. Pandian played a key role in Mr. Patnaik’s realisation of Odisha’s CM’s vision for the state. He took care that Mr. Patnaik’s image remained unblemished. His formal joining the party is another commitment towards CM. I hope he will work, taking along the grassroots worker of the BJD,” says BJD organisational secretary Pranab Prakash Das.
One of Pandian’s most notable contributions as a politician has been his involvement in the Jagannath Temple Heritage Corridor project, which aims to preserve and enhance the cultural and spiritual significance of the Jagannath Temple in Puri. This ambitious endeavour not only showcases his commitment to preserving Odisha’s rich heritage but also reflects his ability to balance development and conservation efforts seamlessly.
BUREAUCRATIC CAREER
Beyond his political and transformative initiatives, Pandian’s bureaucratic career has been equally remarkable. He began his journey as an IAS officer in 2000, and his dedication to serving the people was evident from the very beginning. As the Sub Collector of Dharamgarh in Kalahandi district, he played a crucial role in ensuring the successful implementation of the Minimum Support Price (MSP) for farmers, safeguarding their livelihoods and economic well-being.
Pandian’s tenure as the Additional District Magistrate in Rourkela and the District Collector of Mayurbhanj and Ganjam further solidified his reputation as a proactive and compassionate administrator. His initiatives, such as the Single Window System for disbursement of certificates to persons with disabilities and the implementation of the NREGS (National Rural Employment Guarantee Scheme), had a profound impact on the lives of countless individuals, earning him national recognition and awards.
Perhaps one of the most significant roles in Pandian’s bureaucratic career was his appointment as the Private Secretary to Chief Minister Naveen Patnaik, a position he held for 12 years until 2023. This close working relationship with the Chief Minister allowed him to gain invaluable insights into the intricacies of governance and policymaking, further honing his leadership skills and preparing him for his future political endeavours.
Throughout his illustrious career, Pandian has consistently demonstrated a deep commitment to public service, a keen understanding of the needs of the people, and an unwavering determination to bring about positive change.
