The government of Bihar has recently issued a directive saying that strict action would be taken against a government servant if found seeking an outsider’s recommendation or pressure to secure transfer or posting at the desired place or position.
The notification reading the same was issued by the state home department warning government servants against using any outsider’s recommendation or influence for transfer and posting. The erring personnel will not only be asked for an explanation but this unethical act would also be mentioned in the service book of the concerned official. From now on, seeking any outsider’s patronage for transfer or posting would mean stepping into a danger zone.
The first Cabinet Secretariat and the Second Coordination Department had framed a policy guideline for the transfer and posting of government officials way back in 2007. The recent letter from the home department is the reiteration of its intent so that this policy is complied with without aberration.
The Nitish Kumar government took this step to curb the menace of outside interference in the internal function of the government machinery. It is an open secret that transfer and posting have emerged as a major scourge of corruption with many government officials looking for some politicians or middlemen to secure desired transfer or posting.
