Telangana: Four IAS Officers Lodged Petition Against DoPT Over Andhra Cadre Allocation

On October 14th, they filed individual petitions with the Central Administrative Tribunal (CAT), which will hear their cases today

Four IAS officers from Telangana Ms. Vakati Karuna (2004 batch), Ms. Vani Prasad (1995 batch), Ms. Amrapali Kata (2010 batch), and Ms. Srijana Gummall (2013 batch) are contesting the Department of Personnel and Training’s (DoPT) decision to assign them to the Andhra Pradesh cadre. On October 14th, they filed individual petitions with the Central Administrative Tribunal (CAT), which will hear their cases today.

Earlier, three of these officers met with Telangana Chief Secretary Shanti Kumari at the Dr. BR Ambedkar Telangana State Secretariat. Following extensive discussions, they decided to challenge the DoPT’s decision in court.

Recently, the DoPT denied a request from 11 IAS officers, including Vani Prasad, Vakati Karuna, Ronald Rose, Amrapali, and Prashanthi, to remain in the Telangana cadre despite their ongoing service in the state. Additionally, IPS officers Anjani Kumar (1990 batch), Ms. Abhilash Bist (1994 batch), and Abhishek Mahanthi (2011 batch) have been reassigned to Andhra Pradesh.

On January 3, 2024, the Telangana High Court mandated a reassessment of All India Services (AIS) officers’ final allocations, citing guidelines from the Pratyush Sinha committee. In response, the DoPT established the Khandekar committee in March 2024 to review these allocations.

In January of the previous year, the DoPT relieved Mr. Somesh Kumar (1989-batch IAS officer), the former Telangana Chief Secretary, after the High Court annulled his allocation to the Telangana cadre, reversing a 2016 CAT decision. Following this order, Officer Kumar opted for voluntary retirement.
