Delhi’s Chief Secretary Mr. Dharmendra (1989-batch AGMUT cadre IAS officer) has instructed all Additional Chief Secretaries, Principal Secretaries, and Secretaries to ensure that the Lieutenant Governor’s (LG) opinion is sought before any executive action is taken regarding cabinet decisions.
In his directive, the Chief Secretary emphasized that administrative secretaries must adhere to the Transaction of Business of Government of National Capital Territory of Delhi Rules (ToBR) and the GNCTD Act, 1991 when preparing notes for the Cabinet.
According to reports, the Officer has specifically advised officials to follow the ToBR in all stages of Cabinet proposals, including preparation, consultation, circulation, discussion, decision-making, and execution.
The Chief Secretary further clarified that certain matters outlined in the rules must be submitted to the LG for his opinion through the Chief Minister and the Chief Secretary before any order is issued.
