When the government began searching for the next Chief Secretary of Jharkhand, many names were discussed. But one name came up again and again – Avinash Kumar. Not because he is flashy or politically dramatic, but because he is reliable.
For years, he handled some of the toughest departments of the state at the same time, quietly keeping Jharkhand’s administration running smoothly. On a decisive Tuesday evening, the speculation ended, and the responsibility of leading the state’s bureaucracy officially came to the man who has been preparing for it for decades.
A CHILDHOOD BUILT ON DISCIPLINE
Born on August 29, 1969, Avinash Kumar grew up in a household where education and discipline were core values. His father, Tapeshwar Narayan Thakur, worked as an engineer at Bokaro Steel Factory and later became a lawyer – a mix of technical knowledge and sharp judgment that shaped Avinash from a young age.
After completing B.Tech. and M.Tech., he joined the Indian Administrative Service (IAS) in 1993.
Interestingly, he and his elder brother had opposite dreams as children – Avinash wanted to become IPS, while his brother wanted to become IAS. Life took a different turn: the elder brother became IPS, and Avinash became IAS. Their village in Sitamarhi, Bihar, still proudly talks about this coincidence.
A CAREER DEFINED BY RESULTS
Avinash Kumar is known as a hard-working officer who stays away from publicity. Before becoming Chief Secretary, he handled several important and sensitive roles at the same time, including:
- Additional Chief Secretary (Chief Minister’s Office)
- Development Commissioner
- Additional Chief Secretary (Energy Department)
- CMD, JUVNL
- MD, JBVNL
- Resident Commissioner, Jharkhand Bhawan, New Delhi
It is rare for any officer to handle so many strategic responsibilities together – and even rarer to do so without chaos. Known for calm decision-making and crisis management, he soon became an essential pillar of Jharkhand’s administration.
THE TURNING POINT
The biggest proof of his administrative skills came from the power sector, where Jharkhand long struggled with electricity shortages and weak distribution systems. Under his leadership –
- Electrification expanded across the state
- Power distribution networks became stronger
- JUVNL and JBVNL were structurally reorganized
- Consumer services improved at the village level
Colleagues say these reforms worked because he did not see electricity just as a utility – he saw it as the foundation of development.
THE CHIEF MINISTER”S TRUSTED TROUBLESHOOTER
Avinash Kumar developed a strong working relationship with Chief Minister Hemant Soren. Major government decisions – from development plans to welfare schemes – often passed through him.
His appointment as Chief Secretary is therefore seen as a decision based on trust, performance and continuity. The state also benefits from his long tenure – he will remain in service until August 2029, which gives Jharkhand almost three years of stable leadership at the top.
THE NEW ROLE
Jharkhand is currently managing several key challenges and opportunities. Avinash Kumar is expected to focus on –
- Faster coordination between departments
- Stronger and quicker decision-making
- Continuity in long-term projects
- Speedy execution of welfare schemes
- Strengthening of the energy and industrial sectors
The government is clearly not looking for routine functioning – it wants progress with momentum.
FIRM, FAIR AND LOW-PROFILE
People who have worked with him describe him as –
- Firm but never loud
- Reserved but approachable
- Detail-oriented
- Strict about deadlines
- Uninterested in publicity
He is known as an officer who prefers working late on files rather than appearing in the media, which has built an image of professionalism without showmanship.
A NEW CHAPTER FOR JHARKHAND
Appointing Avinash Kumar as Chief Secretary is not just a routine posting – it is a strategy –
- Put a trusted and experienced officer in charge
- Choose someone deeply aware of ongoing projects
- Ensure stable leadership for the next few years
Jharkhand’s future will involve tough decisions, growth challenges and high expectations. But with IAS Avinash Kumar at the administrative command, the state moves forward with confidence, consistency and clarity.
