Building a Better Future: This IAS Officer Makes Infrastructure a Priority

Mr. Sen is a dedicated IAS officer who believes infrastructure development is key to progress. While DM of Bhagalpur, he also oversaw the beautification of Sandy's Compound, a historic sports complex.

Imagine traveling between Munger and Mirzachowki on a brand new, four-lane highway! That’s what future residents of Bihar and Jharkhand can look forward to thanks to a major infrastructure project currently underway. This 123-kilometer expressway will be the first of its kind, connecting Munger to Sultanganj and Bhagalpur to Mirzachowki.  The road, estimated to cost ₹4050 crore, is overcoming hurdles thanks in part to the efforts of the former DM of Bhagalpur, Mr. Subrat Kumar Sen, who played a key role in securing land acquisition. Buckle up, as we explore this exciting development that promises to revolutionize travel in the region!

Subrat Kumar Sen, a dedicated IAS officer, is currently the District Magistrate (DM) of Muzaffarpur. Earlier, during his time as DM of Bhagalpur (from Jan 2021), he oversaw several projects by the Bhagalpur Smart City Limited (BSCL). These included building a new bypass road, revamping Barari Ghat, and modernizing schools. But his biggest accomplishment was acquiring land for the brand new Munger-Mirzachowki expressway.

This expressway is a completely new road (greenfield), and most of it passes through private land. When Mr. Sen became DM, only a small compensation of ₹2–3 crore had been released. By the time he left, his team had acquired a massive 500 acres of land from 93 villages, allowing the release of a whopping ₹700 crore in compensation! Reflecting on his achievement, Mr. Sen shared with Indian Masterminds, “While traveling to Muzaffarpur, I saw a 15-kilometer stretch of the expressway under construction. It was amazing to see the results of my team’s hard work coming to life!”

This new expressway is a game-changer for travel in the Ang region! Cities across these districts will be much better connected, making it easier and faster to get around. Bhagalpur itself will finally be free of the heavy traffic on NH 80. Plus, the easier travel should be a big boost for tourism in the area.

For IAS officer Mr. Sen, this project is a perfect example of why infrastructure development is so important. He believes that good infrastructure is key to progress in all areas, like a 360-degree improvement!

REDEVLEOPMENT OF SANDY’S COMPOUND 

Bhagalpur’s historic Sandy’s Compound, named after a former British mayor, got a major makeover thanks to DM Subrat Kumar Sen. This 30-year-old sports complex, once home to a cricket match between Bihar and Assam in the 1981/82 Ranji Trophy, had lost its shine. But under Mr. Sen’s leadership, the compound got a new lease on life.

A swimming pool, gym, cafeteria, and running track were all built within the complex, along with a small open stadium. Most activities are free, with just a fee for the pool and some sports. Additionally, 10,000 saplings were planted in both the Jai Prakash Udyan and Sandy’s Compound areas.

Mr. Sen believes these projects are a big win for Bhagalpur. They’ve improved the city’s infrastructure, public services, and overall quality of life by providing more opportunities for recreation and enjoyment.

CARRYING THE BATON 

Now that he’s the DM of Muzaffarpur, Mr. Sen has hit the ground running on smart city projects. He recently announced that bids are open for two big initiatives: beautifying the Sikandarpur Lake area and building a new Sewage Treatment Plant. Similar to Sandy’s Compound in Bhagalpur, the Sikandarpur project will include a food zone and other attractions.

Mr. Sen took over during election season, but now he’s all systems go on infrastructure and beautification projects. One project that won’t be moving forward, however, is the rejuvenation of the Baya river.Now that he’s the DM of Muzaffarpur, Mr. Sen has hit the ground running on smart city projects.
