While others struggled to balance jobs and studies, he mastered both. While many gave up after failed attempts, he rose stronger each time. In his fourth attempt, after years of preparation, sacrifice, and silent dedication, Devanshu didn’t just clear the exam – he topped it.
All while working a demanding government job. No excuses. No shortcuts. Just discipline, strategy, and unbreakable mental strength.

Journey So Far: A Tale of Four Attempts
Devanshu’s MPPSC journey began in 2020, amid the uncertainty of the COVID-19 pandemic.
- First Attempt (2021): Although he gave the exam, the result was delayed indefinitely due to technical and administrative issues.
- Second Attempt (2022): He cleared the exam and was selected as a Commercial Tax Inspector, currently posted in Guna.
- Third Attempt: He could not crack it. A temporary setback – but he didn’t stop.
- Fourth Attempt (2024): With renewed dedication, he not only cracked the exam but topped it with AIR 1, earning the post of Deputy Collector.
“My journey was completely focused and consistent. I didn’t face major distractions. It was all about gradual improvement every day,” Devanshu added.
Background: Humble Roots, High Aspirations
He hails from Vijaypur in the Guna district of Madhya Pradesh. He grew up in a grounded and service-oriented family. His father, Ramkesh Shivhare, is an ophthalmologist at Vijaypur Hospital, and his mother, Poonam Shivhare, is a nurse in the same hospital. His younger brother, Akshat, is also preparing for competitive exams in Indore.
A brilliant student from early on, Devanshu studied at Navodaya Vidyalaya till Class 12 and then went to Kota to prepare for NEET. Later, he completed his B.E. in Civil Engineering from Bhopal. However, during his graduation, his heart inclined toward civil services, and he began preparing for the MPPSC while staying in Indore.
Preparation Strategy: Foundation, Focus, and Consistency
Devanshu’s preparation journey was defined by discipline and a Mains-oriented strategy.
He began serious preparation in 2020, making the most of the lockdown period to build a solid foundation.
“My background was strong. I didn’t have to revisit the basics. Even while working, I made short notes and studied on my phone during office breaks.”
Key elements of his preparation–
- Focused only on MPPSC (apart from one attempt at CAPF).
- Created handwritten notes – especially for Mains.
- Believed in daily consistency: not letting a single day go without studying.
- Kept his friend circle small to avoid distractions.
- Avoided functions, excessive social media, and time-wasting activities.
“During COVID, I used that time for self-study. Mental strength and consistency were my real tools.”
He emphasized understanding the syllabus changes in 2024 and staying updated with new topics.

Struggles: Not Overhyped, But Real
When asked about his biggest struggle, Devanshu humbly replied, “I haven’t faced great struggles, honestly. Everyone has their own problems, but I kept things simple and didn’t let anything overwhelm me.”
Despite full-time work, family responsibilities, and the weight of previous attempts, Devanshu’s ability to remain calm and focused set him apart.
“Don’t glorify the struggle. Everyone is fighting their own battle. Just manage your time and focus on the goal.”

“They cross-questioned me a lot on my decisions, especially why I chose this path despite other options. I answered honestly – it’s where my passion lies.”
Message to Aspirants: “Stay Consistent. Stay Strong.”
When asked about his message to future aspirants, Devanshu was crystal clear –
“Trust yourself. Don’t get misled by too many sources. Focus on your weaknesses. Improve your routine and use time like currency. Whether the result comes early or late, hard work never goes waste.”
He cautioned against blindly following coaching materials or peer pressure and emphasized self-awareness–
