Assam–Meghalaya Cadre
Rituraj Bora is a senior IAS officer of the 2010 batch from the Assam–Meghalaya cadre, serving as Secretary, Soil Conservation Department, Assam. A native of Nagaon district, Assam, Bora brings with him over three decades of administrative experience, beginning his service in 1992 through the Assam Civil Service before his induction into the IAS.
An M.A. graduate, he has handled a wide spectrum of responsibilities across rural development, fisheries, employment, skill development, industries, cooperation, cultural affairs, and election administration. His career reflects strong grassroots exposure, having served extensively as Circle Officer, Extra Assistant Commissioner, Senior Block Development Officer, and Deputy Commissioner in multiple districts including Morigaon and Nagaon.
Bora has also worked closely with the Chief Minister’s Secretariat and played a role in the implementation of the Assam Accord. Known for his steady administrative approach and sectoral depth, his experience combines field governance with policy-level leadership.
Arundhati Chakraborty is a senior IAS officer of the Assam–Meghalaya cadre, known for her long-standing contribution to governance and rural development in Assam. Born on January 16, 1966, in Kamrup Metro district, she holds a Master’s degree in English and began her administrative career in 1992.
She was serving as Secretary, Information & Public Relations Department, Assam, Chakraborty has held several key administrative and developmental positions over the years. She has played an important role in strengthening public communication systems and policy outreach within the state government.
Her administrative journey reflects strong grassroots governance experience, having served as District Development Commissioner in Tinsukia, Additional Deputy Commissioner and Sub-Divisional Officer in Dibrugarh, and Extra Assistant Commissioner in Margherita. She also contributed significantly to Panchayat and Rural Development, focusing on decentralised governance and local institution strengthening.
With over three decades of service, Chakraborty is regarded as a committed officer with extensive experience spanning district administration, rural governance, and public communication.
Bihar Cadre:
Minendra Kumar is a 2010-batch IAS officer of the Bihar cadre and was serving as Chief Executive Officer–cum–Managing Director of the Bihar State Education Finance Corporation Ltd, Patna. A postgraduate in History, he has handled key administrative responsibilities in the state, including serving as Secretary, Bihar State Disaster Management Authority. Known for his structured approach to governance, he has worked across education finance and disaster management, focusing on institutional strengthening, policy implementation, and efficient delivery of public services in Bihar.
Satyendra Kumar Singh is a 2013-batch IAS officer of the Bihar cadre who served in several key administrative roles during his career. He worked as Director, Public Grievances, and as Additional Secretary in the Information & Public Relations Department, Government of Bihar. He also served as Municipal Commissioner of Begusarai, where he handled urban administration and civic governance. Himachal Pradesh Cadre:
Rakhil Kahlon is a 2008-batch IAS officer of the Himachal Pradesh cadre, born on January 9, 1966. Vinod Kumar is a 2009-batch IAS officer of the Himachal Pradesh cadre, born on January 13, 1966. An M.A. graduate, he served as Secretary of the Technical Education Department and Managing Director of Central Co-op Bank Ltd until his retirement in January 2026. During his career, he also held key positions such as Managing Director of the Himachal Pradesh Backward Classes Finance & Development Corporation and CEO of the Baddi Barotiwala Nalagarh Development Authority, contributing significantly to institutional and regional development.
Maharashtra Cadre:
Iqbal Singh Chahal (born January 20, 1966) is a retired 1989-batch IAS officer of the Maharashtra cadre, widely known for his leadership during some of the state’s most challenging administrative phases. He served as Municipal Commissioner and Administrator of the Brihanmumbai Municipal Corporation (BMC) and later as Additional Chief Secretary in the Maharashtra Chief Minister’s Office. Over a distinguished career, he held key positions including District Collector of Thane and Chhatrapati Sambhajinagar, Joint Secretary in the Union Ministries of Home Affairs, Women & Child Development, and Panchayati Raj, and Principal Secretary in Maharashtra’s Water Resources and Urban Development Departments. Chahal earned national recognition for the “Mumbai Model” of COVID-19 management, lauded by the Supreme Court and Bombay High Court. Post-retirement, he chaired the Mumbai Police Housing Township Project for five years.
Nagaland Cadre:
Tarep Imchen is a 2013-batch IAS officer of the Nagaland cadre, born on January 31, 1966. An M.A. graduate, he served the state in several key administrative roles during his career. He worked as Secretary in various departments, including the Sericulture Department, and also held the position of Additional Secretary in the Works & Housing Department, contributing to infrastructure and sectoral development. Known for his steady administrative approach, Tarep Imchen retired from the Indian Administrative Service in January 2026.
Odisha Cadre:
G. Mathivathanan is a senior IAS officer of the 1994 batch from the Odisha cadre, born on January 3, 1966. Holding B.E. and M.Tech. degrees, he has been widely recognised for driving transformative urban governance reforms in Odisha. He served as Additional Chief Secretary, Housing and Urban Development, where he led globally acclaimed initiatives such as the Jaga Mission, 24×7 Drink-from-Tap Water Supply, MUKTA urban employment scheme, and Citywide Inclusive Sanitation, earning multiple international awards. He later served as Director General of the State Administrative Training Academy and headed the Centre for Good Governance, Odisha. An author and global policy contributor, Mathivathanan retired from service on January 31, 2026.
Punjab Cadre:
Ajoy Kumar Sinha is a senior IAS officer who was appointed Chairman-cum-Managing Director of Punjab State Power Corporation Ltd (PSPCL) during a crucial phase of power sector reforms in Punjab. He also served as Principal Secretary, Finance, and held additional charge of the Power Department and New & Renewable Energy Sources. Simultaneously, he functioned as CMD of Punjab State Transmission Corporation Ltd (PSTCL). Known for his deep understanding of finance and energy governance, Sinha retired from the Indian Administrative Service in January 2026.
Dilraj Singh Sandhawalia is a 2005-batch IAS officer of the Punjab cadre, born on February 1, 1966. An M.E. graduate with proficiency in Hindi, he has held several important administrative positions in Punjab. His roles include Secretary, Health & Family Welfare; Secretary, Revenue & Rehabilitation; Managing Director of PUNSUP; Administrative Secretary, Panchayat & Rural Development; and Director, Local Government, with additional charge as Additional Principal Secretary to the Chief Minister.
Rajasthan Cadre:
Shubhra Singh is a senior 1989-batch IAS officer of the Rajasthan cadre who retired from service in January 2026. A Political Science graduate and post-graduate from Meerut University with a Diploma in Computer Systems, she has held several prominent positions at both the state and central levels. Her key roles include Additional Chief Secretary, Government of Rajasthan, Chairperson of the Rajasthan State Road Transport Corporation, and Resident Commissioner of Rajasthan in New Delhi. She also served in the Union Ministries of Commerce, Industry, and Family Welfare, and was awarded for her role in the successful conduct of Census 2011.
Rajendra Vijay is a 2010-batch IAS officer of the Rajasthan cadre, born on January 14, 1966. A B.A. and B.Ed. graduate, he has served in several key administrative roles during his career. He was appointed as Commissioner, Departmental Enquiries Department, Jaipur, a position involving oversight of disciplinary and vigilance matters. Md. Moslem Uddin Ahmed is a 2013-batch IAS officer of the Tripura cadre, born on January 20, 1966. He has served the state administration in key positions, including as Additional Chief Executive Officer of the Tripura Tribal Areas Autonomous District Council (TTAADC), West Tripura. He has also worked as Additional Secretary to the Government of Tripura in the Revenue Department, contributing to land administration and revenue governance. Shailendra Kumar Singh is a 2010-batch IAS officer of the Uttar Pradesh cadre, born on January 15, 1966.
