In a world where bureaucracy often becomes synonymous with inefficiency, few public servants break the mold. 2013 batch IAS officer of Maharashtra cadre, Mr. Abhijit Raut is one such officer. His career reflects not only a commitment to governance but also a deep empathy for the personal struggles of his constituents. Raut’s approach to his work blends pragmatism and compassion, striving not just for systemic efficiency but also for the betterment of people’s lives.
Raut’s recent transfer from Nanded, where he served as District Collector, to his current role as Joint Commissioner of State Tax at Chhatrapati Sambhaji Nagar has left behind a legacy of profound change in the district. His initiatives, particularly in healthcare, sports infrastructure, and social welfare, have set new benchmarks for public administration, earning him recognition as one of the most innovative civil servants in Maharashtra.

Fertility Care: A Ray of Hope for Rural Maharashtra
In rural India, fertility struggles are often a deeply personal and unspoken issue. In Nanded, like many other rural districts, infertility carried a heavy stigma. The emotional toll of delayed pregnancies, combined with limited access to specialized healthcare, led to devastating outcomes, including marital strain and, tragically, suicides. To address this, gynecologists and pediatricians were invited to conduct training sessions. Following this, 21 rural and sub-district hospitals across the region were selected to implement the program.
Recognizing this, Raut launched the Fertility OPD Initiative in April-May 2024, a pioneering effort aimed at addressing infertility in rural Maharashtra. The program sought to make reproductive healthcare accessible, affordable, and free from stigma for people living in remote areas. The initiative was implemented across all government hospitals in Nanded, offering services ranging from basic fertility assessments to advanced treatments like IUI, IVF, and ICSI.
The initiative followed a holistic, three-phase approach:
- History Collection and Counseling: Couples were provided counseling by gynecologists, radiologists, and trained counselors to discuss their issues openly. Remarkably, 40% of couples found relief through counseling and minor interventions such as stress management, dietary changes, and weight loss.
- Basic Medical Examinations: In this phase, couples underwent simple medical tests. Around 25-30% of couples found success through these basic treatments.
- Advanced Reproductive Treatments: For more complex cases, advanced procedures like IVF were recommended.
By focusing on counseling and lifestyle changes, the program significantly reduced medical costs for many. Over 600 couples benefited from the initiative, with 433 achieving positive results. He said, “Not only did it bring joy to countless families, but it also helped reduce the social stigma around infertility.”

A New Era for Sports in Rural Maharashtra
Raut’s vision extended far beyond healthcare into sports, an area where he saw untapped potential in the district. Known for its religious significance, Nanded also had impressive sports infrastructure, including the Guru Gobind Cricket Stadium, an international-standard 10-lane athletics track, and a government sports complex for indoor games.
Raut envisioned transforming Nanded into the sports hub of rural Maharashtra. He lobbied the Maharashtra Cricket Association to host Ranji Trophy matches, bringing recognition and excitement to the region. Under his leadership, Nanded hosted 14 national and state-level championships in sports like wushu and fencing. “We are now capable of hosting almost every sport,” Raut proudly remarked.
Raut’s work wasn’t just about constructing world-class facilities; it was about inspiring rural youth. By offering access to top-tier sports infrastructure and hosting national events, he created an environment where young athletes could thrive. His focus on sports, combined with the district’s existing infrastructure, positioned Nanded as a key player in the development of rural sports talent.
Social Welfare Reimagined: Aaple Pension Aaplya Daari
During the COVID-19 pandemic, Raut was posted as the Collector of Jalgaon district. Raut’s innovative approach to social welfare took shape in the form of the Aaple Pension Aaplya Daari program. The pandemic has made it difficult for vulnerable populations to access social security benefits. The National Social Assistance Programme (NSAP) required physical visits to crowded banks, creating a risk of COVID-19 transmission. Raut’s solution was revolutionary – leveraging India Post’s Aadhaar Enabled Payment System (AEPS), pensions were delivered directly to beneficiaries’ doorsteps.
He said, “Initially launched as a COVID-19 response, the program was such a success that it continued post-pandemic. By the end of 2020, 85% of NSAP beneficiaries had adopted AEPS, up from just 12.67% in May 2020.” The system alleviated the burden on elderly and disabled citizens, allowing them to receive their benefits safely without leaving home. It also reduced congestion in banks, helping streamline essential services.
The initiative received widespread acclaim, winning the First Prize in the Rajiv Gandhi Prashaskiya Gatimanata Abhiyan (Administrative Excellence Mission) for its innovation and efficiency.

Education in the Time of Crisis: V-School
The pandemic also caused significant disruptions in education, especially for students from lower-income families with limited access to digital resources. To address this, Raut supported the development of V-School, a multi-modal digital content platform created by ZP School teachers in collaboration with Vowels of the People Association (VOPA). V-School aims to provide quality education without the need for expensive technology, using a blend of videos, graphics, quizzes, and presentations.
The platform was an immediate success. Over 2.1 lakh students benefited from the program, which digitized more than 10,000 videos and 3,000 chapters in various languages. V-School bridged the digital divide and made education accessible to all, free of cost. The platform has since expanded to multiple districts, offering lessons on a wide range of subjects, from constitutional values to social issues.
Raut’s commitment to education went beyond V-School, as he pushed for the integration of technology into the education system to create an environment where both students and teachers could thrive.

A Legacy of Compassionate Leadership
Abhijit Raut’s tenure of two and a half years in Nanded will be remembered not just for the projects he led but for the way he approached each challenge with a profound sense of responsibility toward the people he served. Whether addressing infertility, improving sports infrastructure, or ensuring social security benefits reached the most vulnerable, Raut’s focus was always on the welfare of the people. His previous postings and work have also earned a special place in the hearts of the people.
