K. Sanjay Murthy, a distinguished 1989-batch IAS officer from the Himachal Pradesh cadre, has been appointed as the new Comptroller and Auditor General (CAG) of India. Succeeding Girish Chandra Murmu, Murthy’s appointment by the president comes at a critical time, with his tenure beginning on November 21, 2024. This marks a significant milestone in Murthy’s illustrious career, spanning decades of public service.

A Versatile Bureaucratic Career

Murthy’s journey in the civil services reflects his versatile expertise across diverse sectors, including power, urban development, information technology, and education. With a background in engineering, he has been instrumental in policy formulation, governance, and administrative reforms.

His earlier roles include serving as Deputy Commissioner in Himachal Pradesh and holding key positions in the Ministries of Environment and Forests and Communications and IT during his central deputation. Murthy also contributed to e-governance reforms through the National Institute for Smart Government (NISG) in Hyderabad, supporting various states and central government initiatives.

As Secretary of Higher Education: Challenges and Achievements

Murthy was appointed Union Secretary for Higher Education on October 1, 2021, a role that saw him navigate both opportunities and controversies. Under his leadership, the rollout of the National Education Policy (NEP) 2020 across states gained momentum, driving transformative changes in India’s education system.

However, his tenure was not without challenges. The NEET-UG 2024 controversy emerged as a significant issue, with allegations of question paper leaks casting a shadow over one of India’s largest entrance examinations.

On May 5, 2024, discrepancies surfaced, including claims of leaked question papers and irregularities at some examination centers. Arrests in Patna and Godhra revealed a network of malpractice involving substantial sums of money. While the Supreme Court later ruled out systemic failure and denied the need for a re-examination, the incident raised questions about the robustness of exam administration under Murthy’s oversight.

Despite the NEET controversy, Murthy’s tenure as Higher Education Secretary left a lasting impact. His efforts to foster partnerships with academic institutions and advance policy reforms have positioned India’s education system for greater innovation and accessibility.

Stepping into the Role of CAG

Murthy’s appointment as CAG underscores his extensive administrative experience and expertise in financial governance. The Comptroller and Auditor General, a constitutional authority under Article 148, serves as the guardian of public finances in India.

The CAG audits the receipts and expenditures of both the Central and State Governments, ensuring transparency and accountability in financial management. By heading the Indian Audit and Accounts Department, the CAG plays a pivotal role in providing insights to Parliament and state legislatures on public spending.

“Murthy’s vast experience in governance, policy formulation, and administrative reforms positions him well to uphold the CAG’s mandate of safeguarding public resources and strengthening accountability,” noted a government official.
