Ravindra Telang: The Calm Force Behind Sikkim’s Next Leap Forward

From an engineer with a purpose to Sikkim’s top bureaucrat, Telang’s journey is one of quiet impact and thoughtful leadership.

He leads without frills. His meetings are short, his directions are precise, and his belief in decentralization and trust-based management makes him a popular figure across government hierarchies. He encourages feedback loops, cross-departmental collaboration, and data-driven governance. He avoids bureaucratic trappings, preferring field visits and direct citizen engagement. He is Mr Ravindra Telang, Chief Secretary of Sikkim, the hill state that became a full state of India on May 16, 1975. 

On January 1, 2025, Mr. Telang took over as Chief Secretary of Sikkim, succeeding V.B. Pathak, a 1990-batch IAS officer who had served since 2022. Telang’s elevation came after his tenure as Additional Chief Secretary in the Education and Home departments, a move welcomed across the administrative spectrum as one that ensures continuity and vision.

RECOGNITIONS AND IMPACT

His work has been recognized with the Prime Minister’s Award for Excellence in Public Administration and the Sikkim State Award for Meritorious Service. But Telang doesn’t flaunt his accolades; he believes that true recognition comes when a policy positively changes someone’s life.

BACKGROUND

Born into a household that prized education and community service, Ravindra Telang’s early years were built on a strong foundation of discipline and learning. Naturally inclined towards academics, he pursued B.Tech from the prestigious Maulana Azad National Institute of Technology (MANIT), Bhopal, followed by an M.Tech from IIT Kanpur. But his ambitions extended beyond laboratories and classrooms. From his days at IIT, Telang dreamed of working at a systematic level to uplift society. This dream led him to the Civil Services, which he cleared in his second attempt in 1995, joining the IAS as part of the Sikkim cadre.

EARLY YEARS IN THE SERVICE

Telang began his administrative career as Sub-Divisional Magistrate in the remote town of Chungthang, North Sikkim. Here, in a challenging terrain with limited connectivity, he started honing his people-centric governance style. He discovered that real solutions often lie between the lines of real-life challenges. From Chungthang, he steadily rose through the ranks, serving as District Magistrate and later as Secretary and Principal Secretary in several departments.

His field exposure gave him a long-term vision rooted in empathy, accessibility, and pragmatism. Whether in Rural Development, Health, or Tourism, he quietly pushed for systemic improvements that enhanced everyday governance.

THE EDUCATION REFORMER

In 2022, as Additional Chief Secretary heading both the Education and Home Departments, Telang played a pivotal role in reshaping Sikkim’s education system. One of his standout achievements was the regularization of ad-hoc teachers and assistant professors, a long-pending reform that won the appreciation of the educational community. Under his leadership, the state saw remarkable improvements in school infrastructure, teacher training, and digital integration in classrooms.

He worked closely with Chief Minister P.S. Golay to bring reforms that strengthened Sikkim’s academic workforce and made education more inclusive, equitable, and modern. His efforts reflected a core belief: education must be a ladder, not a filter.

TAKING EXPERIENCE TO THE CENTRE

Telang’s expertise was recognized beyond Sikkim. On deputation to the Central Government, he contributed to policy planning in rural development, education, and welfare. Colleagues recall his ability to decode policy challenges with clarity and bring fresh perspective to entrenched issues. While it wasn’t glamorous work, his behind-the-scenes contributions helped shape meaningful national-level change.

AT THE TOP: CHIEF SECRETARY OF SIKKIM

As Chief Secretary, his key priorities include:

  • Digital transformation of rural governance
  • Strengthening ecotourism without harming biodiversity
  • Expanding state-funded educational opportunities
  • Enhancing preparedness for climate-induced disasters
  • Improving infrastructure, health services, and streamlined delivery of welfare schemes

He aligns closely with CM Golay’s vision of a “Sunaulo, Samriddha, Samarth Sikkim” — a golden, prosperous, capable Sikkim, while bringing his own emphasis on innovation, institutional accountability, and environmental sustainability.

THE EDUCATOR WITHIN THE ADMINISTRATOR

Beyond his official role, Telang is known for engaging with young minds. He mentors young officers, believes in knowledge-sharing, and encourages innovation in governance. His love for books, institutions, and learning shapes not just his thoughts but also his actions. He is often described as a young officer’s hero — approachable, supportive, and grounded.

THE MAN BEHIND THE MISSION

Despite holding the top bureaucratic position in the state, Telang remains unassuming. In his personal time, he enjoys reading and maintaining his fitness. He is a firm believer in lifelong learning and values clarity and simplicity in both thought and lifestyle.

Telang’s appointment brings more than just administrative experience; it brings intellect, humility, and a deep understanding of Sikkim’s social and ecological landscape. His policies balance immediate needs with long-term sustainability, ensuring that growth does not come at the cost of the environment or equity.
