Patna: In a major urban development push, the Bihar government has initiated an ambitious plan to build 11 modern satellite and greenfield cities across the state. The project aims to reduce congestion in large cities, manage the rising population, and ensure organized urban growth with world-class civic amenities.
The proposal—approved in the first cabinet meeting of the new Nitish Kumar government—directs the Urban Development & Housing Department to prepare a detailed roadmap for execution. The initiative aligns with the government’s long-term vision to create sustainable, well-planned urban zones equipped with modern infrastructure.
Modern Satellite Cities to Rise in 11 Key Locations
The government plans to establish new townships in:
- Sonepur (Saran)
- Sitapuram near Sitamarhi
- All nine divisional headquarters: Patna, Chhapra, Gaya, Muzaffarpur, Darbhanga, Bhagalpur, Munger, Purnea, and Saharsa.
These cities will be built as fully planned urban clusters, designed to reduce pressure on existing city centers and offer residents a high standard of living.
Officials stated that these cities are being planned considering Bihar’s fast-growing population and increasing demand for urban services.
Sitapuram to Be Developed as a Heritage-Inspired Township
One of the major highlights is the development of Sitapuram near Sitamarhi, inspired by the heritage of Goddess Sita.
The location is being chosen keeping in mind:
- The proximity to Punauradham, believed to be Sita’s birthplace
- The construction of a grand temple in the region
- Growing religious tourism potential
Sitapuram will be developed as a cultural, spiritual, and modern township blending tradition with contemporary facilities.
Sonepur to Be Developed as “Greater Patna”
The government has announced plans to transform Sonepur into a major Greenfield City, modeled on the concept of Greater Patna.
The objective is to:
- Expand the urban limits of Patna
- Reduce pressure on the capital city
- Create a well-planned satellite township with all modern amenities
Sonepur’s strategic location along the river and proximity to Patna makes it a key development zone.
Facilities Planned in the New Cities
The upcoming satellite and greenfield townships will be built as model cities, offering:
- Wide and well-planned road networks
- Modern traffic and security systems
- Green parks and large recreational zones
- Community centers and sports grounds
- Efficient sewage and waste management systems
- Dedicated commercial zones
- Industrial clusters to boost employment
- Greenfield infrastructure with smart-city features

Sonepur will be expanded like Greater Patna, while Sitapuram will be developed keeping the religious significance of Punauradham in mind.”
