In a significant step toward infrastructure-led growth, the Bihar government is set to commence three major road projects along the iconic Ganges River. With a combined investment of Rs. 17,000 crore, these projects will be developed under the Hybrid Annuity Model (HAM)—a first for the state.

State Road Construction Minister Mr. Nitin Naveen announced that these high-impact projects will enhance connectivity, reduce traffic congestion, and spur tourism in the region, aligning with Bihar’s broader developmental vision under the leadership of Chief Minister Mr. Nitish Kumar and Prime Minister Mr. Narendra Modi.
Three Key Riverfront Projects: Transforming East Bihar’s Mobility
The planned road projects will cover nearly 120 kilometers along the Ganga, offering a mix of economic, environmental, and social benefits.
- Digha–Sherpur–Bihta–Koilwar (35.65 km)
- Estimated cost: Rs. 6,495.79 crore
- Expected to ease traffic between Patna and Bihta, where a new airport is also under development.
- Munger (Safiabad)–Bariyarpur–Ghoghat–Sultanganj (42 km)
- Estimated cost: Rs. 5,119.80 crore
- Will improve connectivity between historic towns and pilgrimage centers.
- Sultanganj–Bhagalpur–Sabour (41.33 km)
- Estimated cost: Rs. 4,849.83 crore
- A major relief for commuters in Bhagalpur, a key economic and educational hub.
Hybrid Annuity Model: Public-Private Collaboration at Its Best
Under the HAM model:
- The Bihar government will provide 40% of the project cost as upfront support.
- The remaining 60% will be funded by private developers, who will also operate and maintain the infrastructure.
- The government will pay annuity payments to developers over a fixed period, ensuring return on investment.
Mr. Nitin Naveen emphasized that the model encourages private investment in public infrastructure while ensuring timely project execution and high-quality construction.
Foundation Stone to Be Laid on October 4
With the tender process completed and acceptance letters already issued, groundwork is ready to begin. Chief Minister Mr. Nitish Kumar will lay the foundation stone for the first project on October 4, officially marking the launch of Bihar’s maiden HAM-based infrastructure initiative.
Driving Tourism and Reducing Travel Time
These riverfront roads are expected to provide a major boost to religious and heritage tourism, especially around culturally significant towns like Sultanganj, Bhagalpur, and Munger. The enhanced infrastructure will also support local economies and improve regional trade logistics.
Additionally, the Ganga Pathway Project is being developed to ease traffic congestion and reduce travel times between Munger and Bhagalpur.

Mr. Naveen stated that Bihar’s rapid road infrastructure development is a testament to the visionary leadership of Mr. Nitish Kumar and support from the central government. The upcoming riverfront projects are not just roads, but lifelines for Bihar’s future economic growth.
