In a significant move ahead of the election season, the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Mr. Narendra Modi has approved key infrastructure projects worth over Rs. 6,000 crore in Bihar. These include the doubling of the Bakhtiyarpur–Rajgir–Tilaiya railway line and the four-laning of National Highway NH-139W (Sahibganj–Bettiah).

These strategic investments will significantly improve regional connectivity, boost trade, reduce travel time, and promote tourism, particularly along the Buddhist Circuit, while also generating large-scale employment.
NH-139W to Be Four-Laned at Rs. 3,822 Crore: Connectivity to North Bihar to See Massive Improvement
The Sahibganj–Areraj–Bettiah greenfield highway project under NH-139W has received approval for four-laning over 78.942 km at a cost of Rs. 3,822.31 crore. The project will be executed under the Hybrid Annuity Model (HAM) and will serve as a crucial link between Patna and North Bihar, improving access to districts such as Vaishali, Saran, Siwan, Gopalganj, Muzaffarpur, and both East and West Champaran.
Travel Time Cut by More Than Half
The design speed of the new road is 100 km/h, allowing for an average speed of 80 km/h, cutting the travel time from Sahibganj to Bettiah from 2.5 hours to just 1 hour.
Boost to Tourism, Trade, and Employment
The NH-139W highway project will connect:
- 7 PM Gati Shakti economic nodes
- 6 social nodes
- 8 logistics hubs
9 major religious and tourist destinations, including –
- Kesariya Buddha Stupa (Sahebganj)
- Someshwarnath Temple (Areraj)
- Jain Temple and Vishwa Shanti Stupa (Vaishali)
- Mahavir Temple (Patna)
This is expected to revitalize the Buddhist Circuit and promote international tourism in Bihar.

- 14.22 lakh man-days of direct employment
- 17.69 lakh man-days of indirect employment
- Additional jobs through enhanced economic activity along the corridor
Bakhtiyarpur–Rajgir–Tilaiya Rail Doubling Approved at Rs. 2,192 Crore
The doubling of the 104-km Bakhtiyarpur–Rajgir–Tilaiya rail section has been approved at a cost of Rs. 2,192 crore. This critical rail link passes through four districts and will play a major role in enhancing both passenger and freight capacity on the route.
Strategic and Religious Importance
The route serves as a direct rail corridor to several spiritual and heritage sites:
- Rajgir (Shanti Stupa)
- Nalanda
- Pawapuri
The line will strengthen rail connectivity for pilgrims and tourists, while also facilitating faster cargo movement.
Direct Benefits to Over 13 Lakh People and Environmental Impact
- 1,434 villages and 13.46 lakh people will directly benefit from the rail project.
- Enhanced connectivity to aspirational districts like Gaya and Nawada.
- Boosts capacity for transporting 26 million tonnes of freight annually, including coal, cement, clinker, and fly ash.
- Economic benefits include –
- Reduced logistics cost
- Increased railway revenue
- Savings of 50 million liters in petroleum
- CO₂ emissions cut by 240 million kg, equivalent to planting 10 million trees
Political and Developmental Significance
While the timing of these approvals aligns with the upcoming elections, the scale and scope of these projects reflect the central government’s focus on transforming Bihar’s infrastructure landscape. The initiatives fall in line with PM Gati Shakti Master Plan and the goal of building next-gen transport infrastructure that is fast, green, and inclusive.
