Patna: In what is being hailed as a remarkable stride toward women empowerment, Bihar has recorded property registrations in the names of over 23 lakh women and girls over the past five years (2020–2025). This includes 29,879 minor girls, highlighting a growing recognition of girls and women as rightful property holders in both rural and urban households.
According to data released by the Prohibition, Excise and Registration Department, a total of 23,29,869 property transactions have been registered in the name of women across the state, ranging from land parcels and flats to houses and homes with land.
A Growing Movement: Year-Wise Progress in Women’s Property Ownership
The trend has seen consistent year-on-year growth, showing a shift in societal attitudes and increasing awareness about women’s financial rights.

Financial Empowerment and Security for Women
Department officials emphasized that property ownership is a major milestone for women’s empowerment in Bihar. Whether in rural or urban settings, women are increasingly taking the lead in securing their financial futures through real estate investments.
“Registering property in a woman’s name offers not just economic security, but also a strong sense of self-reliance,” said a senior department official.
Government Revenue and Incentives
The large number of registrations has also contributed significantly to state revenue, with over:
- ₹333 billion (₹33,352 crore) collected in stamp duty
- ₹21 billion (₹2,131 crore) collected as registration fees
Importantly, women benefit from a discounted registration fee, paying 7.6% instead of the standard 8%, incentivizing more families to register properties in the name of women.
A Historic Step Toward Gender Equality in Land Ownership
This initiative is being lauded as a silent revolution in gender equity, especially in a state like Bihar where women’s participation in asset ownership has traditionally been low. The government’s supportive policy measures and the public’s changing mindset together have created an environment that actively encourages female asset ownership.
With growing awareness and systemic incentives, officials anticipate even higher numbers of registrations in women’s names in the years ahead.
