Patna: In a landmark step to promote sports at the grassroots level, the Bihar government is swiftly transforming the state’s sports ecosystem through wide-ranging infrastructure and talent development initiatives. From building playgrounds in almost every panchayat to setting up international-standard stadiums and launching one of the world’s largest school-level talent hunts, the state is laying a strong foundation for a sporting revolution.
Playgrounds in 8018 Panchayats Nearing Completion
Out of the total 8053 panchayats, playgrounds will soon be ready in 8018 locations, as part of the state’s effort to develop sports infrastructure at the village level.
As per Bihar State Sports Authority (BSSA)–
- 3079 playgrounds have already been completed
- 5742 playgrounds are under construction through the MNREGA scheme
This initiative aims to provide local youth with the necessary infrastructure to practice and develop their athletic skills. The move has also sparked enthusiasm among communities for forming sports clubs, with over 20,926 applications received – 9,682 for collective sports clubs and 10,380 for private clubs.
Stadium Construction Across Blocks and Divisions
The government’s vision includes outdoor stadiums at every block under the Mukhya Mantri Khel Vikas Yojana–
- Of 374 approved stadiums, 252 have been completed
- 64 are under construction
- Work is pending on 58 stadiums
In the next phase, 61 additional stadiums have been sanctioned from 169 received proposals.
Each divisional headquarters is also set to receive international-standard indoor stadiums to support year-round athlete training.
Major Sports Complexes and Investment in Infrastructure
The state is investing in large-scale sports complexes–
- A ₹100 crore complex is planned at Punpun, near Patna (land acquisition in progress)
- Land identified for Purnea and Saharsa, with administrative approval granted
- Land secured for Darbhanga division, with DPR in progress
- Sites at MIT (Tirhut division) and Tilka Manjhi University (Bhagalpur division) await NOC
The crown jewel of this expansion is the ₹750 crore Rajgir Sports Complex, spread over 90 acres, which includes–
- Facilities for 24 sports disciplines
- 14 outdoor and 10 indoor sports arenas
- Ability to host national and international events
National Schemes and Central Coordination
Bihar has sent 116 proposals worth ₹930.5 crore to the Central Government under the ‘Khelo India’ scheme, awaiting approval.
Fostering Talent Through Scholarships and ‘Mashaal’
To ensure athletes get adequate support–
- The sports scholarship scheme disbursed ₹7.15 crore among 128 athletes in 2024–25
Additionally, Bihar has launched the ‘Mashaal’ sports talent hunt, dubbed the largest of its kind globally, for school students-
- Targets under-14 and under-16 categories
- Covers over 50 lakh children from 37,000 government schools
- Offers professional coaching, training, and nutritional support
- Focuses on five core disciplines, grooming talent for international competition
Bihar Sports University: A First for the State
The Bihar Sports University at Rajgir, the state’s first and India’s sixth, will become operational from the 2025–26 academic session. It will offer–
- Undergraduate, postgraduate, and diploma programmes
- Courses in sports sciences, coaching, physical education, and related fields
- A platform for grooming coaches, sports scientists, and athletes
Revamp of Moinul Haque Stadium
The iconic Moinul Haque Stadium in Patna will be redeveloped through an MoU signed with the Board of Control for Cricket in India (BCCI), further elevating Bihar’s sports presence.
A Golden Era for Bihar’s Sports Begins
With a well-rounded focus on infrastructure, talent development, and institutional support, the Bihar government is laying the groundwork for a sustainable sports culture. The multi-tiered strategy – from village-level playgrounds to national-level facilities—is expected to position the state prominently on India’s and the world’s sports map.
