A high-stakes administrative tussle has emerged in Mumbai over the appointment of the next chief of the Brihanmumbai Municipal Corporation (BMC), widely regarded as Asia’s richest civic body.
Fadnavis–Shinde Differences Surface
Differences have reportedly cropped up between Devendra Fadnavis and Eknath Shinde regarding the choice of the next BMC Commissioner.
While the Chief Minister is said to be backing a preferred candidate, the Deputy Chief Minister is pushing for another, turning the appointment into a closely watched political and bureaucratic decision.

Incumbent Commissioner Nears Retirement
The current BMC Commissioner, Bhushan Gagrani, is set to retire on March 31, 2026.
If a consensus is not reached before the deadline, sources indicate he may be granted an extension on technical grounds to ensure administrative continuity.
Three Senior IAS Officers in the Race
As per seniority and eligibility, three top IAS officers have emerged as frontrunners for the coveted post:
- Ashwini Joshi
- Aseem Gupta
- Sanjay Mukherjee
The final decision is expected to weigh administrative experience, political alignment, and governance priorities.
Competing Preferences Within Government
Sources suggest that Devendra Fadnavis is backing Ashwini Bhide, known for her administrative track record and proximity to the Chief Minister.
On the other hand, Eknath Shinde is reportedly supporting Aseem Gupta, a 1994-batch IAS officer who previously served as Thane Municipal Commissioner and is considered close to the Deputy CM.
Administrative Credentials and Controversies
Ashwini Bhide is widely regarded as a tough administrator and played a key role in advancing Mumbai’s metro network. However, her tenure also drew criticism from environmental groups over tree felling in Aarey during infrastructure expansion.
A Coveted Administrative Post
The BMC Commissioner’s role is one of the most prestigious assignments in the Indian bureaucracy.
“It is the dream of every IAS officer to become the BMC Commissioner or State Chief Secretary,” a senior official said on condition of anonymity, highlighting the intense competition for the post.
