Mumbai: Bharat Petroleum Corporation Limited (BPCL), a Fortune Global 500 company and one of India’s leading integrated energy enterprises, inaugurated Vigilance Awareness Week 2025 at its Corporate Office in Mumbai today. The event reaffirmed BPCL’s unwavering commitment to ethical leadership, transparency, and accountability across all operational levels.
Leadership Presence and Integrity Pledge
The ceremony was graced by Chief Guest Vivek Phansalkar, IPS (Retd.), former Commissioner of Police, Mumbai, in the presence of Meenaxi Rawat, IES, Chief Vigilance Officer (CVO), BPCL, Rajkumar Dubey, Director (HR), Subhankar Sen, Director (Marketing), and Venkatraman Iyer, Chief General Manager (Vigilance).
Senior BPCL officials and business heads from across India joined the event both physically and via live webcast.
The ceremony commenced with the Integrity Pledge, administered by Rajkumar Dubey, Director (HR), reaffirming the company’s collective resolve to uphold honesty and transparency in every sphere of its business.

“Excellence and Governance Should Go Hand in Hand”
In her inaugural address, Meenaxi Rawat, CVO, BPCL, underscored that vigilance and integrity form the foundation of resilient institutions. Citing India’s position on the global Corruption Perception Index, she emphasized the need for continuous improvement and personal accountability within organizations.
“Excellence and governance should go hand in hand. Our efforts in vigilance are not just about compliance, but about building a culture of ethics and responsibility,” said Rawat.
She also highlighted BPCL Vigilance’s proactive initiatives — including Integrity Clubs for school students, regular awareness workshops, and the publication of the Vigilance Case Study Compendium 2025 — aimed at nurturing ethical awareness among employees and future generations.

Subhankar Sen, Director (Marketing), reiterated BPCL’s commitment to transparency and accountability in business operations.

Delivering the keynote address, Chief Guest Vivek Phansalkar (IPS Retd.) spoke on the broader significance of vigilance beyond procedural adherence. He emphasized self-discipline, moral responsibility, and value-driven leadership as essential traits for both public servants and corporate professionals.
“Every individual’s sense of duty — no matter how small — contributes to the larger good of society and the nation. If you value people, people will value their work,” he remarked, inspiring participants to embrace ethical conduct in everyday actions.

To mark the occasion, BPCL unveiled three key publications reflecting its commitment to participatory vigilance and ethical awareness:
- The Case Study Compendium 2025
- Integrity Clubs in Schools – A BPCL Initiative
Vigilance Plus, a quarterly newsletter chronicling BPCL’s initiatives to promote transparency and accountability.
These publications aim to strengthen a culture of shared responsibility and encourage open dialogue around integrity-driven decision-making.
Theme: “Vigilance – Our Shared Responsibility”
Vigilance Awareness Week 2025 is being observed from October 27 to November 2, 2025, under the national theme “Vigilance: Our Shared Responsibility.”
Throughout the week, BPCL will organize a series of interactive sessions, awareness workshops, competitions, and outreach activities across its offices, refineries, and regional units to reinforce the message of collective integrity and good governance.
