New Delhi: State-owned telecom firm BSNL Limited has achieved 93 per cent of its target revenue for the September quarter of FY26, reaching Rs 5,347 crore, Union Telecom Minister Jyotiraditya Scindia announced on Thursday.
The announcement came after a quarterly review of BSNL’s performance, in which the minister highlighted that the company’s revenue for the first half of the current fiscal stood at Rs 11,134 crore.
Revenue Targets and ARPU Growth
Scindia noted that BSNL had set a target of Rs 5,740 crore for the September quarter and achieved Rs 5,347 crore, marking significant progress toward its ambitious goals. The minister also outlined a 20 per cent revenue growth target for the full fiscal year, aiming to reach Rs 27,500 crore by March 2026.
BSNL’s Average Revenue Per User (ARPU) has shown notable improvement, rising from Rs 81 in Q1 to Rs 92 in Q2, reflecting a 12 per cent increase. Some circles, including Maharashtra, Kerala, UP East, Andaman & Nicobar, and Jammu & Kashmir, have achieved exceptionally high ARPU of up to Rs 214, while areas such as Madhya Pradesh, Jharkhand, and Kolkata remain below expectations, with ARPU around Rs 60.

Focus on Quality, Cost Control, and Timely Project Completion
During the review, Minister Scindia stressed the need for stricter monitoring of service quality, moving from weekly and monthly reviews to daily tracking, and urged tighter deadlines for completing pending projects. He instructed BSNL to replace batteries for base stations by December 2025, ahead of the company’s original timeline of March 2026, and to maintain cost control, ensuring any cost escalation aligns proportionally with revenue growth.
Call for Performance Analysis
The minister also directed BSNL officials to conduct a comparative analysis of competitor performance and bridge the gaps in every circle to enhance the company’s market competitiveness.
Minister of State Weighs In
Minister of State for Telecom Chandra Sekhar Pemmasani noted that turning around BSNL will require dedicated effort, but expressed confidence that with determination, the state-owned telecom operator can achieve its objectives.
“It requires a lot of work, but at the end of the day, if you have the willpower, if you really want to do it, you can do it,” Pemmasani said.
