New Delhi: The Union Government has directed all state governments to nominate women officers and officers from Scheduled Castes (SC) and Scheduled Tribes (ST) for key central deputation posts. This initiative aims to ensure adequate representation and provide every eligible officer the opportunity to serve at the Centre at least once at the middle management level.
The move underscores the government’s commitment to inclusive governance and building a diverse leadership cadre in central administration.
Key Posts Open for Central Deputation
Each year, the government invites nominations to fill important posts under the Central Staffing Scheme (CSS), such as:
- Joint Secretaries
- Directors
- Deputy Secretaries
Chief Vigilance Officers (CVOs) in Central Public Sector Enterprises (CPSEs)
The Ministry of Personnel, in a communique dated December 10, 2025, instructed Chief Secretaries of all states to nominate officers who are not likely to be recalled for promotion for at least two years. Once placed on the offer list, officers are expected to be available for consideration throughout the year.
Process and Guidelines for Nominations
- Nominations will be processed through a dedicated online portal starting January 1, 2026.
- Officers who are debarred from central deputation should not be forwarded for appointments.
- Proper cadre management requires a sufficient number of state officers to be deputed under the CSS.
The government emphasized that these deputations aim to:
- Develop officers’ capabilities
- Promote state perspectives at the national level
Strengthen decision-making by fostering cross-functional experience between the Centre and the States
Building a More Inclusive Leadership
This move reflects the Centre’s strategy to ensure equitable opportunities for women and marginalized communities in governance, thereby enhancing both representation and efficiency in central administration.
