In a decisive move toward transparency and administrative accountability, the Chandigarh Police Complaints Authority (PCA) has intensified its inquiry into alleged involvement of 13 IPS officers—10 from Punjab and three from Chandigarh—in a major online betting racket. The case, which emerged after a massive Income Tax Department operation, has now reached a crucial investigative phase with direct demands for detailed reports from senior authorities.
PCA Directs Senior Officials to Submit Comprehensive Evidence Report
The PCA bench, led by Chairman Justice (Retd) Mr. Kuldeep Singh and member retired IPS officer Mr. Amarjot Singh Gill, has sought a full disclosure of all names and evidence collected against the officers during the investigation. They have also directed the Chandigarh Senior Superintendent of Police and the Income Tax Department to present a consolidated action-taken report before the next hearing scheduled for December 2.
The authority’s move underscores a firm bureaucratic push to ensure accountability in law enforcement, especially in a matter involving senior-ranked officers.
How the Case Unfolded: From IT Raids to High-Level Scrutiny
The controversy surfaced in September 2025 when the Income Tax Department’s investigation wing dismantled what it described as North India’s largest online betting network. During the four-day operation, two high-end apartments in Chandigarh’s Sector 33 and Sector 44 were raided. Investigators revealed that these properties belonged to the alleged mastermind of the betting racket and his brother.
The department indicated that the network’s long-term survival was due to protection allegedly provided by certain police officers—though the names were never publicly disclosed. This lack of transparency and slow investigatory progress led to growing public concern.
Citizen Push and Bureaucratic Response: Complaint Sparks Suo Motu Action
Punjab and Haryana High Court lawyer Mr. Nikhit Saraf filed a formal complaint addressed to Punjab Governor and Chandigarh Administrator Mr. Gulab Chand Kataria, as well as Punjab Chief Minister Mr. Bhagwant Mann. A copy was also sent to the Chandigarh PCA. Acting on this, the PCA took suo motu cognizance and launched a structured investigation.
With the authority now demanding official records directly from key agencies, the probe has entered a decisive stage—reflecting the government’s resolve to uphold clean governance and restore public trust.
