Chief Minister Mr. Yogi Adityanath addressed the Upper House of the Uttar Pradesh Legislature during an extensive 26-hour discussion on the theme of “Developed India – Developed Uttar Pradesh.” The debate, initiated by Deputy Chief Minister Mr. Keshav Prasad Maurya, focused on the state’s developmental vision, future prospects, and long-term planning.
Mr. Adityanath thanked the Speaker and members of the House for their active participation, noting that Uttar Pradesh has witnessed a major transformation in governance, infrastructure, and policy orientation since 2017. He stressed that meaningful change in both thinking and administrative approach has been visible, aligning with Prime Minister Mr. Narendra Modi’s vision of a developed India by 2047.
From Decline to Transformation: UP’s Economic Role
The Chief Minister highlighted that Uttar Pradesh once contributed over 14 percent to India’s economy post-independence, but by 2017, this figure had fallen to just 8 percent due to policy apathy and governance challenges. He contrasted the scenario before 2017 with the achievements made afterward, citing the NDA government’s focused efforts between 2017 and 2025.
He emphasized the importance of the next 22 years as a crucial period to achieve the resolutions of Vision 2047, under which Uttar Pradesh will play a decisive role in India’s growth.
Hope for India’s Growth Engine
Mr. Adityanath recalled Prime Minister Mr. Narendra Modi’s statement during the Global Investors Summit in Lucknow, where he described Uttar Pradesh as the “hope of India.” He said that in the Amritkaal period, UP is set to drive India’s growth momentum, contributing significantly in infrastructure, agriculture, and industry.
Challenges Before 2017
The Chief Minister reflected on the pre-2017 period when Uttar Pradesh was categorized as a “sick state.” Lack of transparency, poor law and order, unemployment, migration, corruption, and failing infrastructure had undermined the state’s potential. Basic facilities like roads, electricity, healthcare, and clean water were inadequate, while investor confidence was minimal.
Achievements After 2017
Presenting achievements in the House, Mr. Adityanath highlighted the state’s adoption of zero tolerance towards crime, significant improvements in law and order, and the creation of a safe environment for industry. With enhanced connectivity via expressways, airports, and metro projects, UP has become a prime destination for investors.
The government has ensured direct benefit transfers to farmers, generated employment opportunities for youth, and improved public service delivery under the principle of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas.”
Rapid Economic Growth and Revenue Surplus
The Chief Minister said that Uttar Pradesh’s Gross State Domestic Product (GSDP) rose from Rs. 13 lakh crore in 2016-17 to Rs. 35 lakh crore in 2025. The state’s share in the national GDP, which was 8 percent in 2017, is projected to increase to 9.5 percent this year.
Per capita income has nearly tripled, growing from Rs. 43,000 in 2016-17 to Rs. 1.20 lakh. Exports have also more than doubled, increasing from Rs. 84,000 crore to Rs. 1.86 lakh crore. Uttar Pradesh is now counted among the top-performing revenue surplus states in the country.
Uttar Pradesh as a Food Superpower
Mr. Adityanath emphasized that UP has transformed from a food provider to a food superpower. Since 2017, the state has recorded 14 percent agricultural growth, surpassing the national average of 9.5 percent. UP contributes 21 percent of the nation’s food grains and leads in wheat, sugarcane, potato, and vegetable production.
Sugar mills, once closed, are now thriving with 120 units operational. Ethanol production has increased fourfold since 2017, making UP a leader in biofuel generation. Farmers’ incomes have grown substantially with timely payments, crop diversification, and greater access to markets.
Infrastructure and Farmers’ Welfare
The Chief Minister detailed initiatives such as completion of 31 irrigation projects, expansion of agricultural exports through the Export Promotion Board, distribution of Rs. 90,000 crore to farmers under PM Kisan Samman Nidhi, and free electricity connections to 15 lakh tube wells.
He also announced the upcoming 1,000-acre ultra-modern seed park in Lucknow, named after Bharat Ratna Chaudhary Charan Singh, as a step towards strengthening agricultural innovation and productivity.
