New Delhi: In a key leadership development in India’s defence manufacturing sector, the Public Enterprises Selection Board (PESB) has selected Commodore Sujay Kapoor (Indian Navy) as the next Director (Production) of Bharat Dynamics Limited (BDL).
Mr Kapoor will take charge of overseeing BDL’s manufacturing and production operations as part of the Board of Directors.
Selection Finalized After Rigorous Interview Process
The recommendation was made during the PESB meeting held on August 20, 2025. Commodore Kapoor emerged as the top choice after a competitive interview process in which eight candidates were interviewed.

The pool of candidates came from some of India’s most prestigious defence and aerospace organisations, including:
- Hindustan Aeronautics Limited (HAL)
- Electronics Corporation of India Ltd (ECIL)
- Indian Navy
- Airports Authority of India (AAI)
- Current Role and Expertise
Commodore Kapoor currently serves in the Indian Navy, heading the Armament Production and Indigenization division. With his rich experience in defence production, strategic planning, and indigenization, his transition to BDL is expected to bring significant technical and leadership strength to the organization.
Transition and Responsibilities
He will succeed Shri P.V. Raja Ram, who has held the post of Director (Production) since September 1, 2023.
As Director (Production), Commodore Kapoor will be responsible for:
- Overseeing manufacturing operations
- Driving production strategies
- Supporting the Make-in-India and Atmanirbhar Bharat initiatives within the defence sector
- Ensuring timely delivery of critical defence systems and technologies
His role as a member of the Board of Directors places him in a key position to contribute to BDL’s long-term strategic vision and operational efficiency.
