New Delhi: The Defence Estates Organisation (DEO) has emerged as a benchmark institution for transparency, efficiency, and accountability, reflecting the administrative ethos required to realise Viksit Bharat. This was underscored by Raksha Mantri Shri Rajnath Singh during the Defence Estates Day 2025 celebrations held at Raksha Sampada Bhawan, Delhi Cantonment, on December 16, 2025.
The event marked a moment of reflection on the organisation’s achievements while outlining a future-oriented roadmap focused on innovation, continuous improvement, and effective governance.
Background of DGDE Day 2025
The Defence Estates Organisation, functioning under the Directorate General Defence Estates (DGDE) in the Ministry of Defence, is entrusted with the management and administration of defence land and cantonments across India.
With responsibilities ranging from land management and municipal governance to infrastructure development and civic services, DEO plays a vital role in ensuring orderly development of defence areas and cantonments.
Over the years, the organisation has evolved from a traditional land-management body into a modern administrative institution that integrates technology, sustainability, and citizen-centric governance, aligning with the Prime Minister’s vision of a future-ready India by 2047.
Raksha Mantri’s Address: Vision for Viksit Bharat
Addressing officers and staff of DGDE, Raksha Mantri Rajnath Singh described the Defence Estates Organisation as a “shining example of transparency, efficiency, and accountability”. He emphasised that such administrative values are essential for achieving the national goal of Viksit Bharat by 2047.
Commending DGDE for adapting to changing times, the Raksha Mantri urged the organisation to further strengthen its future preparedness by fostering a sustainable culture of innovation and continuous improvement through a systematic and structured approach.
Call for Innovation and Continuous Improvement
Highlighting emerging challenges in governance and urban management, Shri Rajnath Singh stressed the need for DGDE to institutionalise innovation rather than treat it as a one-time exercise.
He advocated the introduction of Annual Challenge Statements every year, encouraging officers, young professionals, and domain experts to propose solutions to long-standing and emerging issues.
According to him, such an approach would:
- Encourage fresh perspectives and cross-generational collaboration
- Drive both incremental and transformative reforms
- Enable DGDE to evolve into a learning, agile, and solution-centric organisation
Strengthening Litigation Handling and Land Management
One of the key concerns addressed by the Raksha Mantri was the high volume of litigation related to defence land, which consumes significant administrative time and public resources.
He called for strengthening DGDE’s litigation-handling capacity and exploring intelligent and predictive legal management systems to prevent disputes before they escalate.
The emphasis was placed on proactive governance, data-driven decision-making, and legal preparedness to safeguard defence land assets while ensuring fair and lawful resolution of disputes.
Digital Transformation and Technology Adoption
Shri Rajnath Singh lauded DGDE’s initiatives in digital land records, satellite imagery-based monitoring, and encroachment removal.
These measures, he noted, have significantly improved transparency, accountability, and efficiency in defence land administration.
He also highlighted the growing use of Artificial Intelligence and robotics in cantonments, observing that residents in defence areas are increasingly adapting to advanced technologies.
Stressing the importance of technological literacy, he remarked that future generations must remain connected to both tradition and technology to thrive in a rapidly evolving world.
Focus on Sustainability and Quality of Life in Cantonments
The Raksha Mantri appreciated DGDE’s efforts in:
- Environmental conservation
- Water resource management
- Waste management using scientific approaches
- Promotion of green and clean cantonments
- Education and skill development initiatives
He noted that these initiatives demonstrate how security and sustainability can coexist, transforming cantonments into models of urban governance and environmental responsibility.
DGDE Day 2025: Raksha Mantri Awards for Excellence
As part of the celebrations, Raksha Mantri Awards for Excellence were conferred upon Cantonment Boards and Defence Estates offices for outstanding achievements in Defence Land Management and Municipal Administration.
The awards recognised best practices, innovation, and effective service delivery, reinforcing a culture of excellence within the organisation.
The contribution of senior officials, including Brigadier S.K. Mishra, HOD & Consultant (Ophthalmology), Army Hospital (R&R), was acknowledged for strengthening institutional collaboration and governance practices.
