New Delhi: As Delhi Chief Secretary Naresh Kumar Dharmendra nears retirement at the end of this month, attention has turned to who will occupy the capital’s most influential bureaucratic post. The Appointments Committee of the Cabinet (ACC) has shortlisted three senior IAS officers from the AGMUT cadre, all highly experienced administrators with diverse credentials.
The shortlisted officers include-
- Bipul Pathak (IAS:1992:AGMUT)
- Vikram Dev Dutt (IAS:1993:AGMUT)
- Punya Salila Srivastava (IAS:1993:AGMUT)
A final decision is expected in early September, with the chosen officer likely to take charge immediately after Dharmendra’s superannuation.
Bipul Pathak: A Scholar-Administrator with Multilingual Expertise
Bipul Pathak, born on February 23, 1969, is a 1992-batch IAS officer known for his academic depth and administrative range. He holds a B.E. in Mechanical Engineering from Kurukshetra University and an MBA.
Pathak previously served as Director General at the J&K Institute of Management, Public Administration & Rural Development, where he played a key role in administrative capacity building during a crucial phase in Jammu & Kashmir.
He is fluent in five languages English, Hindi, Kashmiri, Punjabi, and Urdu, enhancing his ability to engage across diverse regions and communities.
Vikram Dev Dutt: Technocrat with Strong Policy Implementation Background
Vikram Dev Dutt, born on September 17, 1969, belongs to the 1993 batch of the IAS. Known as a technocrat with policy foresight, Dutt holds a B.Tech. in Electronics and a Postgraduate Diploma in Organisational Behaviour.
He has held key positions across various levels of government and is currently serving as Secretary, where his administrative capabilities and strategic thinking are widely acknowledged. His fluency in English and Hindi aids his strong interpersonal and bureaucratic communication skills.
Punya Salila Srivastava: PMO-Experienced Officer with Stellar Career Record
Among the top contenders, Punya Salila Srivastava stands out for her extensive central government experience, including in the Prime Minister’s Office (PMO) and the Ministry of Home Affairs (MHA).
Currently posted as Secretary, Ministry of Health & Family Welfare (MoHFW), Srivastava earlier held the role of Officer-on-Special Duty in the same ministry. Prior to this, she served as Special Secretary in the PMO, overseeing coordination at the highest levels of governance.
A graduate and postgraduate in Physics from St. Stephen’s College, University of Delhi, Srivastava also holds a Master’s in Public Management from the University of Maryland, USA. Her 30+ year career spans roles as Deputy Commissioner, Director, and Commissioner at State and UT levels, as well as Joint and Additional Secretary at the Centre.
What This Means for Delhi’s Governance
The appointment of the next Chief Secretary is critical to Delhi’s administrative continuity, especially given the complex governance structure involving the Union Government and the Delhi Government. With large-scale infrastructure, urban development, and civic challenges at hand, the new appointee will need to strike a balance between executional efficiency and political coordination.
