New Delhi: As Chief Secretary Dharmendra Kumar (IAS:1989:AGMUT) prepares to retire on September 30, Delhi’s bureaucratic and political circles are rife with speculation over who will be named his successor. The decision is expected to influence the trajectory of governance in the National Capital Territory (NCT), making the selection one of significant consequence.
Who’s in the Race?
Four senior IAS officers are currently at the center of the succession buzz–
- Bipul Pathak (IAS:1992:AGMUT)
- Ashwani Kumar (IAS:1992:AGMUT)
- Punya Salila Srivastava (IAS:1993:AGMUT)
- Vikram Dev Dutt (IAS:1993:AGMUT)
Each of these officers brings a unique blend of administrative experience, policy expertise, and familiarity with Delhi’s governance challenges.
Bipul Pathak’s Recent Posting: A Sign or a Sidestep?
The most recent reshuffle on September 17 has added fuel to the speculation. Bipul Pathak, known for his sharp bureaucratic acumen, was appointed as Additional Chief Secretary/Principal Secretary (Home) – a role widely seen as powerful, but also politically sensitive.
While the Home Department is a pivotal portfolio in Delhi, observers suggest the timing and nature of this assignment may indicate that Pathak could be out of the race for Chief Secretary. Some sources within the power corridors believe this might have been a strategic placement, effectively ruling him out of the top post – at least for now.
Punya Salila Srivastava: The Strongest Contender?
Among all names doing the rounds, Punya Salila Srivastava seems to be leading the internal chatter. Currently posted as Secretary, Department of Health and Family Welfare, Ms Srivastava holds a rare distinction – she has served both in the Prime Minister’s Office (PMO) and the Ministry of Home Affairs (MHA).
Her broad administrative experience, particularly her proximity to the country’s key decision-making bodies, is being viewed as a major asset. Known for her efficiency, calm demeanor, and political neutrality, Srivastava’s name has gained significant traction in the capital’s speculative circles.
Ashwani Kumar: A Familiar Face in Delhi Governance
Another serious contender is Ashwani Kumar, presently serving as the Commissioner of the Municipal Corporation of Delhi (MCD). With a rich resume that includes postings in Home, Revenue, and Urban Development departments, Kumar has long been associated with Delhi’s governance machinery.
His deep institutional knowledge and experience in handling local administrative challenges make him a natural candidate – especially given the complex governance model of Delhi involving the Centre, state government, and multiple civic bodies.
Vikram Dev Dutt: Strategic Leadership from the Centre
Currently serving as Secretary in the Ministry of Coal, Vikram Dev Dutt brings a diversified administrative background. His previous roles have spanned across key domains like health, finance, and services – both in Delhi and at the central level. Known for his strategic leadership style, Dutt is viewed as someone capable of bridging central and local interests effectively.
Final Call May Spring a Surprise
Despite the buzz, seasoned observers of Delhi’s bureaucracy are quick to caution against reading too much into the chatter. High-profile appointments like that of the Chief Secretary often come down to last-minute decisions influenced by a host of factors – political, administrative, and strategic.
While Punya Salila Srivastava appears to have the edge as of now, the Centre’s history of springing surprises means the final name could still catch many off guard.
