Dibrugarh/Guwahati: In a historic development for India’s defense preparedness, Prime Minister Narendra Modi inaugurated the country’s first Emergency Landing Facility (ELF) on the Moran Bypass in Dibrugarh, Assam, on February 14, 2026. The facility, built on a national highway, is designed to serve as an alternative runway for the Indian Air Force (IAF) during times of crisis.
The inauguration drew an enthusiastic crowd of nearly 100,000 people, who witnessed a spectacular display of India’s air power, with fighter jets taking off and landing from the newly commissioned highway strip.
High-Octane Aerobatics Demonstrate ELF Capabilities
During the inauguration, the IAF showcased the operational readiness of the 4.2-kilometer-long landing facility. Advanced fighter jets, including the Rafale, Sukhoi-30 MKI, and MiG, performed precise takeoffs and landings.
Transport aircraft such as the AN-32 and drills involving C-130J Super Hercules and Dornier aircraft also took place. Pilots executed advanced maneuvers, including ‘touch and go’ landings and combat formation flights, demonstrating the facility’s readiness for both wartime and emergency operations.
Helicopters, including Advanced Light Helicopters (ALH), were also deployed for casualty evacuation drills, highlighting the dual military and humanitarian role of the facility.

Strategic Importance of the Dibrugarh Emergency Landing Facility
The ELF in Dibrugarh is the first of its kind in Northeast India and is strategically located close to the India-China border, along one of the country’s most sensitive defense corridors. Its establishment strengthens India’s operational depth in the eastern sector, providing a secure alternative for aircraft operations if conventional airbases are unavailable or damaged during a conflict.
The facility is part of a broader initiative by the Indian Air Force to upgrade advanced landing grounds (ALGs) and construct emergency landing strips on national highways across India. These measures ensure uninterrupted air operations, enhance strategic deterrence, and increase flexibility in crisis situations.

Dual Role: Defense and Humanitarian Missions
Beyond combat readiness, the Dibrugarh ELF is designed to support humanitarian missions. The use of ALHs and transport aircraft during drills demonstrates its potential for disaster relief, casualty evacuation, and rapid deployment of essential supplies.
Prime Minister Modi emphasized the facility’s role as a “Brahmastra” for India’s defense infrastructure, highlighting its importance in safeguarding the nation’s sovereignty while ensuring rapid response capabilities in both conflict and emergency situations.

With the commissioning of the Dibrugarh Emergency Landing Facility, India adds a critical layer to its air defense network in the northeast. The Moran Bypass has transformed into a versatile operational hub capable of handling frontline fighter jets, transport aircraft, and helicopters, significantly enhancing the IAF’s readiness in the region.
This landmark facility sets a precedent for future emergency landing strips across the country, integrating civilian infrastructure with national security needs.
