Goa: In a key administrative appointment, the Goa government has named Menino D’Souza, a retired Indian Administrative Service (IAS) officer, as the new Commissioner of the Goa State Election Commission. The appointment order was issued on Monday and comes into immediate effect.
Experienced Bureaucrat to Lead State’s Electoral Machinery
Menino D’Souza brings with him a wealth of administrative experience. A 2011 batch IAS officer of the AGMUT cadre, he served in various capacities across Goa during his active service. His appointment is expected to strengthen the State Election Commission’s mandate in ensuring free, fair, and transparent elections at the local level.

Distinguished Career in Public Service
Before joining the Indian Administrative Service, Mr. D’Souza began his career in the Goa Civil Services in 1998, as part of the first batch recruited by the Goa Public Service Commission (GPSC). His selection marked the beginning of a long and impactful career in public administration.
A Science graduate by academic training, D’Souza steadily rose through the ranks, earning a reputation for efficient governance, administrative acumen, and dedication to public welfare.
Focus Areas as Election Commissioner
With grassroots-level elections and civic body polls on the horizon, Menino D’Souza is expected to focus on:
- Strengthening institutional capacity
- Enhancing voter education and participation
- Promoting digital innovation in electoral management
- Ensuring compliance with the Model Code of Conduct
- Maintaining updated and accurate electoral rolls
