The Jharkhand government, under the leadership of Chief Minister Mr. Hemant Soren, has approved the establishment of three major cultural institutions aimed at promoting art, literature, and performing arts. The cabinet has cleared the formation of the Jharkhand State Lalit Kala Academy, the Jharkhand State Sahitya Academy, and the Jharkhand State Music Drama Academy. These institutions will work across the state to promote fine arts, applied arts, literature, music, and drama while strengthening cultural unity.
Promotion of Arts, Literature and Cultural Unity
- The Jharkhand State Lalit Kala Academy will actively work in fine arts and applied arts.
- The Jharkhand State Sahitya Academy will focus on developing regional languages, excluding tribal languages which already have dedicated support structures.
- The Jharkhand State Music Drama Academy will promote music, drama, and related performing arts.
Officials emphasized that these academies will act as state-level platforms to nurture talent, encourage cultural exchange, and preserve Jharkhand’s unique cultural identity.
Key Approvals for Governance and Development
In the same cabinet meeting, a total of 66 proposals were approved, including:
- Approval of the rules for the Jharkhand State Displacement and Rehabilitation Commission, which will have a chairman with a tenure of 10 years and two members with a tenure of three years.
- Clearance of the Right of Children to Free and Compulsory Education (Second Amendment) Rules, 2025 to strengthen child education rights.
- Administrative approval of the third revised estimate of Rs. 1,851.66 crore for the Punasi Reservoir Scheme.
- Approval of Rs. 20 crore advance from the Contingency Fund to maintain law and order during FY 2025-26.
Reforms in Welfare and Administration
- Waiver of the requirement for live photographs of applicants under the Jharkhand Mukhyamantri Mainiya Samman Yojana, easing access to benefits.
- Amendments in the Jharkhand Water Resources Contractor Registration Rules, 2018 and the Standard Bidding Document to make GST certification mandatory.
- Approval of pension and gratuity processes for teachers and non-teaching staff of 180 non-government aided madrasas and 11 non-government Sanskrit schools recognized since pre-bifurcation Bihar.
Housing Allocation for Smt. Roopi Soren
The cabinet also decided to allot the Ranchi residence of former Chief Minister Mr. Shibu Soren, which had been provided for his lifetime use, to his wife, Ms. Roopi Soren, after his passing.
Tourism Development Act Amendment
To promote tourism, the cabinet approved the Jharkhand Tourism Development and Registration (Amendment) Bill, 2025, which will further streamline processes in the tourism sector.
