Gandhinagar: In a significant push toward building a transparent, digitally empowered, and citizen-first administrative ecosystem, Gujarat Chief Minister Mr Bhupendra Patel received the third report of the Gujarat Administrative Reforms Commission (GARC). The report was presented by Dr. Hasmukh Adhia, Principal Advisor to the Chief Minister and Chairman of GARC, in the presence of senior state officials.
This latest report – available for public access at https://garcguj.in/resources – outlines ten transformative recommendations aimed at modernizing government services, streamlining workflows, and enhancing citizen experience through digital governance tools.
A Blueprint for Viksit Gujarat@2047
The GARC was constituted in line with Chief Minister Bhupendra Patel’s vision of Viksit Gujarat@2047, aligned with Prime Minister Narendra Modi’s larger vision of Viksit Bharat@2047. The third report submitted by the Commission reflects a strategic shift toward technology-driven governance, transparency, and citizen empowerment.
Chairman Dr. Adhia noted, “This report is prepared with the goal of ‘Technology-enabled governance for empowered citizens’ and ‘Making people not just participants but partners in Gujarat’s development’.”
Key Highlights: Top 10 GARC Recommendations
One Student – One ID – One Portal–
A unified platform, the Gujarat Unified Scholarship Portal, to consolidate all state scholarship schemes.
Automated Pension Disbursement-
From pension order generation to real-time disbursal — fully digitized and integrated with employee service records.
Unified Government Resolutions (GR) Portal-
A task force to centralize, digitize, and simplify access to GRs, reducing interpretational ambiguities.
GIS-Based Government Asset Mapping-
Digital mapping of assets and services across talukas and villages, from inspections to budgeting.
Automated Citizen Updates for Civic Services-
SMS/WhatsApp updates at each application stage, with integration of trusted courier services.
QR and UPI Ticketing for Public Transport-
Enabling digital ticketing and real-time bus tracking for ease and transparency.
DigiLocker Integration for Government Services-
Government-issued documents will be stored directly in citizens’ DigiLockers.
Digital Service Books for Employees-
Full digitization of employee service records, including historical data.
e-Civil List and Seniority Automation-
A live, regularly updated civil list for transparent HR management.
Digital Survey for Officer Roles and Satisfaction-
Collecting performance feedback and workload data from Class 1 and Class 2 officers.
Leadership Presence and Stakeholder Support
The report presentation was attended by several senior state government officials, including Chief Secretary Shri Pankaj Joshi, Additional Chief Secretary to the CM Shri M.K. Das, and Advisor to the CM Shri S.S. Rathore. Also present were Shri Hareet Shukla, Principal Secretary (GAD), Smt. Avantika Singh, and Dr. Vikrant Pandey.
With these proposals, GARC has not only envisioned a digitally seamless governance model but also laid a foundation for greater public trust, faster service delivery, and reduced administrative bottlenecks.
