Gandhinagar: The Gujarat government on Thursday carried out a minor bureaucratic reshuffle, transferring and reassigning three Indian Administrative Service (IAS) officers across important administrative and public sector positions. The changes were announced through an official notification issued by the General Administration Department (GAD) from Gandhinagar.
The reshuffle affects senior positions in the Surat Municipal Corporation, Gujarat State Road Transport Corporation (GSRTC), and the state’s power utility sector, signaling administrative realignment in urban governance, transport, and energy departments.
Shalini Agrawal Moved from Surat Civic Body to Power Sector
IAS officer Shalini Agrawal, who was serving as the Municipal Commissioner of the Surat Municipal Corporation, has been transferred from her current post.
As per the GAD order, her services have been placed at the disposal of the Energy and Petrochemicals Department. She will be appointed as the Managing Director of Gujarat Urja Vikas Nigam Ltd (GUVNL), Vadodara, the state’s apex power utility company.
With this appointment, Agrawal will replace IAS Jenu Devan, who had been holding the position as an additional charge. Devan has now been relieved of the extra responsibility following Agrawal’s posting.
Nagarajan M Appointed Surat Municipal Commissioner
In another significant change, IAS Nagarajan M, who was serving as the Vice Chairman and Managing Director of the Gujarat State Road Transport Corporation (GSRTC), Ahmedabad, has been transferred.
He has been appointed as the Municipal Commissioner of the Surat Municipal Corporation, taking over from Shalini Agrawal. His services have been placed at the disposal of the Urban Development and Urban Housing Department.
Nagarajan’s appointment comes at a crucial time for Surat, one of Gujarat’s largest urban centers, which continues to see rapid urban growth and infrastructure development.
Dr Rajender Kumar Gets Additional Charge of GSRTC
Following the transfer of Nagarajan M, the state government has assigned additional responsibility of the GSRTC to IAS Dr Rajender Kumar.
Dr Kumar, who is currently serving as the Commissioner of Transport, Gandhinagar, has been given additional charge as Vice Chairman and Managing Director of GSRTC, Ahmedabad. He will oversee the state-run transport corporation alongside his existing responsibilities.

The reshuffle reflects the Gujarat government’s ongoing efforts to realign senior bureaucratic leadership across critical sectors, including urban administration, public transport, and energy management. While termed a minor reshuffle, the changes involve strategically important posts that directly impact public service delivery and infrastructure management in the state.
