New Delhi: In a significant administrative development, the Central Government has approved the inter-cadre transfer of IAS officer Himanshu Kaushik (2018 batch) from Andhra Pradesh to Uttar Pradesh. The move comes in light of his marriage to Dr Diksha Joshi, a 2022-batch IAS officer currently serving in the Uttar Pradesh cadre.
Inter-Cadre Transfer Approved Under Cadre Rules
The Department of Personnel and Training (DoPT), invoking Rule 5(2) of the Indian Administrative Service (Cadre) Rules, 1954, issued the formal notification approving Kaushik’s transfer. The rule allows for cadre changes in exceptional circumstances, including marriage between two All India Services officers, to facilitate joint postings.
The transfer was approved with the consent of both state governments – Andhra Pradesh and Uttar Pradesh — and the Appointments Committee of the Cabinet (ACC).

Officer Background: Himanshu Kaushik
Himanshu Kaushik joined the Indian Administrative Service in 2018 and was originally allotted the Andhra Pradesh cadre. He has been serving as Additional Private Secretary to B. L. Verma, the Union Minister of State for Social Justice and Empowerment in New Delhi.
Kaushik is known for his strong administrative acumen and policy implementation skills during his tenure in Andhra Pradesh and in his current central deputation role.
Officer Background: Dr Diksha Joshi
Dr Diksha Joshi, Kaushik’s spouse, is a 2022-batch IAS officer of the Uttar Pradesh cadre. With a medical background before joining civil services, she has been actively involved in public health and rural development initiatives in UP. Their cadre alignment will now allow the couple to serve together in the same state, as per policy provisions.
Marriage-Based Cadre Transfer: A Common Provision
The Government of India allows for inter-cadre transfers of All India Services officers, including IAS, IPS, and IFoS, in cases where two officers are married and belong to different cadres. The move is meant to promote family cohesion and reduce personal hardship. Such transfers are generally processed swiftly upon mutual consent from the concerned state governments and approval by the central authorities.
