New Delhi: A fresh controversy has emerged at Jawaharlal Nehru University (JNU) after the institution announced the appointment of senior IAS officer Rohit Kansal as an “Honorary Special Fellow.”
The Jawaharlal Nehru University Teachers’ Association (JNUTA) has questioned the decision, alleging that the post does not exist in the university’s statutes and that the appointment was made without the approval of the Executive Council (EC).
There was no immediate response from the JNU administration regarding the allegations.
University Announcement on Social Media
The university had announced Kansal’s appointment through its official social media account on X on Monday.
The announcement stated that Santishree Dhulipudi Pandit, Vice Chancellor of JNU, expressed delight over the appointment.
According to the post, Kansal has been appointed Honorary Special Fellow at the Chhatrapati Shivaji Maharaj Centre for Security & Strategic Studies, which operates under the School of International Studies (SIS) at the university.
The post described the appointment as recognition of his distinguished service and expertise, expressing hope that he would contribute significantly to academic discussions and policy discourse at JNU.
Teachers’ Association Raises Objections
However, the JNUTA has strongly objected to the move.
In a press release issued on Tuesday, the teachers’ body claimed that there is no such position as “Honorary Special Fellow” in the university statutes.
The association also argued that under JNU regulations, the Executive Council is the sole authority responsible for creating posts and approving appointments in the university through prescribed statutory procedures.
According to the teachers’ body, any such appointment without EC approval would be considered illegal.
Demand for Withdrawal of Appointment
The JNUTA has demanded that the Vice Chancellor clarify the basis of the appointment and the authority under which it was made.
“The Vice Chancellor should come out clean on how she has bestowed powers upon herself to make this appointment, flouting all relevant statutes, and should withdraw the announcement of this illegal appointment immediately,” the association said in its statement.
Profile of IAS Officer Rohit Kansal
Rohit Kansal is a 1995-batch Indian Administrative Service (IAS) officer of the AGMUT cadre (Arunachal Pradesh-Goa-Mizoram and Union Territory). Earlier, he served under the Jammu and Kashmir cadre.
As of March 2026, he has been empanelled as a Secretary in the Government of India, making him eligible for senior leadership roles across central ministries.
He currently serves as Additional Secretary in the Ministry of Textiles in the Government of India.

Kansal was born on 28 July 1969 and is domiciled in Punjab.
He has an engineering background and holds a Bachelor of Engineering (B.E.) from Thapar University.
He later pursued management studies, earning an MBA from Indian Institute of Foreign Trade and Indian Institute of Management Calcutta.
Additionally, he has undertaken studies at the London School of Economics.
