New Delhi: The Union Ministry of Home Affairs (MHA) has firmly directed Mahima Madan, an IAS officer of the 2021 batch (AGMUT cadre), to report for duty in Jammu & Kashmir immediately, following the rejection of her request to defer the transfer citing personal hardships.
Madan, who was transferred from Delhi to the J&K segment on May 16, 2025, submitted two written representations – dated May 19 and May 25 – requesting the transfer order be kept in abeyance and that she be allowed to remain in Delhi for another year.
MHA Rejects Requests, Cites Public Interest and Administrative Grounds
In an official communication, the Ministry stated, “The representation of Mahima Madan, IAS (AGMUT: 2021), for keeping her transfer order in abeyance and extension of her tenure in Delhi has been considered and examined… The transfer order dated 16.05.2025 was issued on administrative grounds with the approval of the Competent Authority. The larger public interest arising out of the functional requirements of the Govt. of Jammu & Kashmir necessitates the joining of Mahima Madan in that segment.”
Accordingly, the officer has been instructed to report to the Government of Jammu & Kashmir without further delay.
Leave, If Required, Must Be Sought from J&K Authorities
The Ministry added that if Mahima Madan requires leave due to personal hardship, she must apply to the Competent Authority in the J&K administration, reaffirming that the decision on her posting now rests solely with the assigned segment.
Background
Mahima Madan, allotted to the AGMUT cadre in 2021, had been serving in Delhi until her recent transfer order. Her appeal for an extension in Delhi was made soon after the order was issued, but the Ministry upheld the administrative decision, pointing to functional requirements in Jammu & Kashmir as the primary consideration.
Conclusion
This directive underscores the Union Government’s emphasis on administrative rotation and meeting regional governance needs, especially in sensitive and high-priority territories like Jammu & Kashmir. Officers in the AGMUT cadre are expected to serve across multiple Union Territories and states, and such transfers are standard practice in meeting dynamic administrative demands.
