New Delhi: The Government of India has officially entrusted Vinay Kumar, a senior IAS officer of the 1999 batch from Bihar cadre, with the additional charge of Chief Vigilance Officer (CVO) at the National Highways Authority of India (NHAI).
Kumar currently serves as the Additional Secretary in the Ministry of Road Transport & Highways. His additional responsibilities as CVO of NHAI will be effective for a period of six months, starting from the date he assumes charge, or until a regular CVO is appointed, or until further orders, whichever comes earlier.

Appointment Cleared by Competent Authority
The appointment was confirmed through an official memorandum dated June 30, 2025, following a proposal submitted by the Ministry of Road Transport & Highways and subsequently approved by the Competent Authority.
Vigilance Role at NHAI Critical Amid Infrastructure Push
The post of CVO at NHAI is of significant importance, particularly at a time when the central government is accelerating its investments in national highway development, infrastructure modernization, and public-private partnerships. The CVO is responsible for ensuring transparency, integrity, and compliance with anti-corruption frameworks within the organization.
Vinay Kumar’s administrative experience at the ministerial level and his oversight of highway infrastructure projects positions him well to supervise vigilance functions at one of India’s most crucial infrastructure agencies.
