New Delhi: In a key development for the Indian Economic Service (IES), the Appointments Committee of the Cabinet (ACC) has approved the empanelment of seven officers for promotion to the Senior Administrative Grade (SAG)—a major career milestone in the central civil services hierarchy.
The officers promoted to Level 14 of the pay matrix are all from the 2007 IES batch and are currently serving across various ministries and departments of the Government of India.

This empanelment paves the way for these officers to take up senior policy and administrative roles, including adviser-level posts in ministries such as Finance, Commerce, and NITI Aayog.
IES empanelment 2025: Madanpal Singh Not Empanelled
While the news brought advancement for seven officers, Madanpal Singh, also from the 2007 batch, was not empanelled for SAG. The ACC’s denial of empanelment, although not uncommon, marks a significant career setback at this senior level.
While the exact reasons behind the non-empanelment remain unconfirmed, sources familiar with the process cite possible factors such as:
- Pending vigilance clearance
- Adverse remarks in APARs
- Ongoing departmental proceedings
- Promotion Under Scrutiny
Empanelment to SAG is not automatic, even for those with requisite years of service. It undergoes intensive scrutiny by the Department of Personnel & Training (DoPT), in consultation with parent departments and the Union Public Service Commission (UPSC).
This decision reflects the merit-based and clean-record requirements essential for elevation to top bureaucratic posts, particularly in technical services like the IES.
