New Delhi: In a significant stride towards bolstering naval infrastructure, Admiral Dinesh K Tripathi, Chief of the Naval Staff, inaugurated new residential accommodations for Senior Sailors and Defence Civilians at the Karwar Naval Base on October 14, 2025.
This development is a pivotal component of Project Seabird Phase IIA, aimed at augmenting the Indian Navy’s operational capabilities and personnel welfare.
Project Seabird Phase II: Strategic Location and Infrastructure
Situated east of Manzil Creek and Amdalli, the newly constructed residential towers comprise eight blocks—four designated for Senior Sailors and four for Defence Civilians. Each block houses 240 Dwelling Units (DUs), totaling 1,920 units upon completion.
The overarching plan envisions 2,160 units for Senior Sailors and 3,168 units for Defence Civilians, accommodating approximately 10,000 personnel and their families.
The construction, undertaken by M/s NCC Ltd, Hyderabad, aligns with the Indian Navy’s commitment to enhancing living standards for its personnel while supporting the strategic objectives of Project Seabird.
Project Seabird Phase IIA: A Vision for Naval Expansion
Project Seabird Phase IIA is designed to transform Karwar into a formidable naval hub. Key developments under this phase include:
- Establishment of a dual-use Naval Air Station
- Construction of a full-fledged Naval Dockyard
- Development of four Covered Dry Berths
- Enhanced logistics support for ships and aircraft
These initiatives aim to bolster the Indian Navy’s operational readiness and strategic presence in the region.
Project Seabird Phase IIA: Economic and Environmental Impact
The ongoing construction of Phase IIA has generated significant employment opportunities, with approximately 7,000 direct and 25,000 indirect jobs created, thereby stimulating the local economy.
In line with sustainable development goals, the project adheres to the norms set by the Ministry of Environment, Forest & Climate Change (MoEF) and the Indian Green Building Council (IGBC). Upon completion, it is anticipated to achieve an IGBC Gold rating, underscoring its commitment to environmental sustainability.
Commitment to ‘Aatmanirbhar Bharat’
Reflecting the government’s ‘Aatmanirbhar Bharat’ initiative, over 90% of the materials and equipment used in the project are sourced domestically. This not only supports local industries but also aligns with the national agenda of self-reliance and indigenous development.
