New Delhi/Ladakh: In a significant administrative reshuffle within the Indian Police Service (IPS), the Ministry of Home Affairs (MHA) on Friday effected a series of high-level postings involving senior IPS officers from the AGMUT cadre (Arunachal Pradesh–Goa–Mizoram–Union Territories). The changes include the appointment of Mukesh Singh (IPS: 1996: AGMUT) as the new Director General of Police (DGP), Ladakh, along with transfers and new postings in Arunachal Pradesh and Delhi.

He replaces Shiv Darshan Singh Jamwal (IPS: 1995: AGMUT), who has been transferred and appointed as the new DGP of Arunachal Pradesh.

The MHA formally issued the posting order on Friday, marking Singh’s return to a key leadership role in a strategically sensitive Union Territory.

Jammu and Kashmir Policing

Originally belonging to the Jammu and Kashmir cadre, Singh continued under the AGMUT cadre following its reorganization in 2019. His field experience includes some of the most militancy-affected regions in the country:

  • Senior Superintendent of Police (SSP): Jammu, Reasi, Pulwama, and Poonch
  • Inspector General of Police (IGP): Jammu Range
  • Additional Director General of Police (ADGP): Jammu Zone

These assignments were carried out during periods of intense militancy and security challenges.

Mukesh Singh was a founding member of the core team that established the National Investigation Agency (NIA). During his tenure, he served in multiple leadership roles:

  • Superintendent of Police (SP)
  • Deputy Inspector General (DIG)
  • Inspector General (IG)

At the NIA, Singh investigated several high-profile terror and national security cases, gaining recognition for his operational and investigative expertise.

Central Deputation with ITBP

Before his appointment as DGP, Ladakh, Singh served on central deputation with the Indo-Tibetan Border Police (ITBP):

  • Inspector General (IG), ITBP: From 2023
  • Additional Director General (ADG), ITBP: From September 2025 until January 2026

His experience with ITBP further strengthened his exposure to border security and high-altitude operations, making him well-suited for the Ladakh posting.

Strategic Importance of Ladakh Posting

Ladakh, given its geopolitical sensitivity, border dynamics, and internal security challenges, requires experienced leadership. Mukesh Singh’s background in counter-terrorism, border policing, and central armed forces positions him as a critical choice for maintaining law and order in the Union Territory.

Operational Priorities

With this reshuffle, the Ministry of Home Affairs has placed seasoned officers in key strategic roles. Mukesh Singh’s appointment as DGP, Ladakh, Anand Mohan’s transfer to Delhi, and Shiv Darshan Singh Jamwal’s elevation as DGP, Arunachal Pradesh, reflect a broader effort to align experience with operational priorities across sensitive regions of the country.
