Visakhapatnam, Andhra Pradesh’s coastal gem, continues to strengthen its reputation as a prime destination for hosting major national and international events. However, with the influx of senior police officials, particularly Indian Police Service (IPS) officers, accommodation challenges have frequently surfaced. The existing Sunrise Guesthouse, which serves as the police officers’ mess with just 16 rooms, has struggled to meet the demand during large-scale deployments.

Innovative Solution by Visakhapatnam City Police
Addressing this long-standing logistical issue, City Police Commissioner Mr. Shankhabrata Bagchi (1996 batch) initiated an innovative and practical plan. Understanding the importance of comfortable and efficient accommodation for IPS officers during major events, Mr. Bagchi engaged in discussions with leading hotel managements and hospitality associations in Visakhapatnam.
Under his proposal, the Travel Allowance/Dearness Allowance (TA/DA) paid by the government to IPS officers would be utilized directly to settle hotel bills, allowing officers to stay in star hotels instead of the limited-capacity police guesthouse. This proposal received immediate and positive responses from several reputed hotels across the city.
MoU Signed: A First in Andhra Pradesh
For the first time in Andhra Pradesh, a Memorandum of Understanding (MoU) was formally signed between the Visakhapatnam City Police and the Star Hotels Association. The historic signing ceremony took place in the presence of Director General of Police Mr. Harish Kumar Gupta (1992 batch) and City Police Commissioner Mr. Shankhabrata Bagchi.
This collaboration aims to ensure better accommodation standards for visiting IPS officers while fostering stronger public-private cooperation between the state police and the hospitality sector. The MoU marks a significant administrative milestone, blending governance with innovative resource utilization.
Administrative and Developmental Impact
The new arrangement not only resolves logistical constraints but also demonstrates an effective model of administrative collaboration. By leveraging existing hotel infrastructure, the police department ensures optimal resource utilization without additional government expenditure on infrastructure expansion.
This initiative aligns with the broader goals of the Andhra Pradesh Police in promoting efficiency, officer welfare, and modernization in administrative operations. It also enhances Visakhapatnam’s image as a city that seamlessly integrates governance with hospitality and development.
Strengthening Police-Hospitality Partnerships
The agreement is expected to pave the way for similar collaborations across other districts and states. With major events—ranging from national security conferences to international summits—frequently held in Visakhapatnam, such partnerships will ensure that officers posted temporarily in the city receive professional, comfortable, and convenient accommodation arrangements.
According to senior officials, the initiative may also serve as a model for other departments to explore public-private partnerships for welfare-oriented administrative reforms.
